ABSTRAK
Sentimen negatif yang dialami oleh Cina akibat pandemi Covid-19 menyebabkan
menurunnya angka kepercayaan masyarakat kepada Cina. Dampak negatif juga
menyasar pada perekonomian Cina yang semakin melemah yang menyebabkan
pertumbuhan ekonomi dan perdagangan internasional Cina mengalami penurunan
tajam sebesar 3,8% dari 6% di tahun 2019 menjadi 2,20% di tahun 2020,
menurunnya permintaan konsumen dan produksi, renggangnya hubungan Cina
dengan sejumlah negara di dunia, gagalnya kerjasama, dan mandeknya sejumlah
investasi. Riset ini bertujuan untuk mengetahui upaya Cina dalam menghadapi
sentimen negatif publik selama pandemi Covid-19 melalui diplomasi publik.
Metode penelitian yang digunakan adalah metode kualitatif untuk membahas
aktivitas diplomasi publik Cina yang didapat dari sejumlah literature review.
Melalui konsep diplomasi publik Mark Leonard, riset ini menemukan bahwa Cina
menyelenggarakan diplomasi publik melalui tiga strategi, yaitu manajemen berita
(news management), komunikasi strategis (strategic communication), dan
pembangunan hubungan (relationship building).

ABSTRACT
The negative sentiment towards China due to the Covid-19 pandemic resulted in a
decline in public trust in the country. This sentiment negatively impacted China's
economy, leading to a significant decrease in economic growth and international
trade from 6% in 2019 to 2.20% in 2020. There was also a drop in consumer
demand and production, strained relations with several countries, failed
cooperation efforts, and halted investments. This research aims to examine China's
efforts to counter negative public sentiment during the Covid-19 pandemic through
public diplomacy. The study uses a qualitative method, analyzing China's public
diplomacy activities through literature reviews. Based on Mark Leonard's concept
of public diplomacy, the research finds that China implemented public diplomacy
through three strategies: news management, strategic communication, and
relationship building.
