Abstract
ABSTRAK
Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis strategi
komunikasi Dinas Perhubungan Komunikasi Dan Informatika Kabupaten
Kotawaringin Timur Provinsi Kalimantan Tengah Dalam Pembentukan
Kelompok Informasi Masyarakat (KIM), menguraikan faktor pendukung dan
penghambat dalam pembentukan Kelompok Informasi Masyarakat (KIM).
Penelitian ini menggunakan model strategi komunikasi yang dikemukakan laswell
yakni siapa, berkata apa, melalui saluran apa, kepada siapa, bagaimana efeknya.
Paradigma Laswell menunjukan bahwa komnikasi meliputi lima unsur sebagai
jawaban atas pertanyaan yang diajukan itu, yakni : komunikator, pesan, media,
komunikan dan efek.Penelitian ini menggunakan desain penelitian deskriptif
dengan pendekatan kualitatif. Sumber data diperoleh dari data primer dan data
sekunder. Teknik pengumpulan data melalui wawancara mendalam dan
dokumentasi. Hasil penelitian menunjukkan bahwa Strategi Komunikasi yang
dilakukan Dinas Perhubungan Komunikasi Dan Informatika Kabupaten
Kotawaringin Timur dalam pembentukan Kelompok Informasi Masyarakat (KIM)
belum berjalan efektif dan memberikan dampak positif bagi masyarakat. Adapun
faktor-faktor penghambat yaitu, keterbatasan dana yang dimiliki Dinas
Perhubungan Komunikasi Dan Informatika Kabupaten Kotawaringin Timur,
masih rendahnya pemahaman masyarakat tentang aktifitas Kelompok Informasi
Masyarakat (KIM), luasnya wilayah Kabupaten Kotawaringin Timur dan jalan
yang belum memadai. Sedangkan faktor-faktor pendukung antara lain, dukungan
dari seluruh pegawai Dinas Perhubungan Komunikasi Dan Informatika Kabupaten
Kotawaringin Timur sehingga terlaksanannya kegiatan pembentukan Kelompok
Informasi Masyarakat (KIM), sikap kooperatif (kerjasama) dari segenap unsur
dilapangan, sarana dan prasarana yang dimiliki Dinas Perhubungan Komunikasi
Dan Informatika Kabupaten Kotawaringin Timur cukup memadai, dan adanya
peraturan perundang-undangan yang dapat dijadikan pedoman dalam pelaksanaan
kegiatan.
ABSTRACT
This study aims to describe and analyze the communication strategies of
Transportation Office of Communications and Informatics Kotawaringin Middle
East Kalimantan In Group Formation of Public Information (KIM), outlines the
factors supporting and inhibiting the formation of Community Information Group
(KIM). This study uses a model of the proposed communication strategy Laswell
ie who, say, through what channel, to whom, how the effect. Laswell paradigm
shows that komnikasi includes five elements in response to questions, namely :
the communicator, the message, the media, and the communicant efek.Penelitian
The design of this descriptive study with a qualitative approach. Sources of data
obtained from the primary data and secondary data. The technique of collecting
data through in-depth interviews and documentation. The results showed that the
communication strategy carried Transportation Office of Communications and
Informatics Kotawaringin East in the formation of Community Information Group
(KIM) has not been effective and have a positive impact for the community. The
inhibiting factors, namely, the limited funds owned by the Department of
Transportation, Communication and Informatics Kotawaringin East, still lack of
public understanding about the activities of Public Information Group (KIM), a
wide area Kotawaringin East and inadequate roads . While the supporting factors,
among others, the support of all employees of the Department of Communication
and Informatics East Kotawaringin so terlaksanannya formation activity group
Public Information (KIM), cooperation (cooperation) of all elements of the field,
facilities and infrastructure owned by the Department of Transportation and
Communications Information reasonably sufficient Kotawaringin East, and the
presence of laws and regulations that can be used as guidelines in the
implementation of activities .
