Abstract

Abstraksi ASEAN Sexual Orientation and Gender Identity Expression (ASC) adalah jaringan aktivis Hak Asasi Manusia yang berasal dari latar belakang dari masing-masing negara yang beragam di Asia Tenggara yang dibentuk dengan tujuan untuk penyertaan Orientasi Seksual dan Identitas Gender dalam mekanisme HAM ASEAN melalui promosi mengenai perlindungan dan hak-hak Lesbian, Gay, Bisexual, Transgender, Intersex, and Queer/Questioning di ASEAN. Kelompok minoritas Lesbian, Gay, Bisexual, Transgender, Intersex dan Queer/Questinoning atau biasa disebut dengan LGBTIQ di berbagai Negara di dunia sering mendapat tindakan kekerasan dan diskriminasi dari kelompok mayoritas yang berorientasi seksual heteroseksual tanpa terkecuali di Asia Tenggara. ASEAN membuat Deklarasi HAM pertama tahun 2012, sehingga momentum ini dimanfaatkan oleh ASC untuk mencapai misinya. Namun karena pandangan negative terkait LGBTIQ, maka usulan penyertaan SOGIE ditolak dan LGBTIQ tidak dimasukan dalam draf deklarasi. Tetapi ASC masih melakukan upayanya untuk menyebarkan paham positif dan mempromosikannya di lingkup masyarakat ASEAN melalui beberapa metode penyebaran norma dengan metode: Persuasi, Aktivisme, Protes, dan Inisiatif Diplomatik. Meskipun hambatan prinsip non-intervensi ASEAN dan kondisi sosial masyarakat yang telah terkonstruksi negative terhadap LGBTIQ. Skripsi ini menggunakan metode penelitian langsung dimana penulis mewawancarai langsung pihak-pihak terkait ASEAN SOGIE Caucus dan LGBTIQ di Asia Tenggara. Abstraction ASEAN Sexual Orientation and Gender Identity Expression (ASC) is a network of human rights activists who came from variants backgrounds of Southeast Asia region that was formed with the purpose for the inclusion of Sexual Orientation and Gender Identity in the ASEAN human rights mechanism through promotion of protection and the rights of Lesbian, Gay, Bisexual, Transgender, Intersex, and Queer / Questioning in ASEAN. Minority groups of Lesbian, Gay, Bisexual, Transgender, Intersex and Queer / Questinoning or commonly called the LGBTIQ in various countries in the world often gets violence and discrimination from the majority group who sexually oriented as a heterosexual without exception in Southeast Asia. ASEAN Human Rights Declaration first made in 2012, so the momentum is used by ASC to achieve its mission. However, due to the negative view related LGBTIQ, the proposal was rejected and the inclusion SOGIE LGBTIQ is finally not included in the declaration draft. But the ASC still do efforts to disseminate and promote positive understanding or norms of SOGIE in the ASEAN community through a number of methods for distributing the norm with methods: Persuasion, Activism, Protest, and diplomatic initiatives. Although obstacles ASEAN principle of non-intervention and social conditions or social construction that have been constructed against LGBTIQ. This paper uses field research methods where the author was doing some interviewes with some experts that related toASEAN LGBTIQ SOGIE Caucus and Southeast Asia.
