Abstract
ABSTRAK
Penulisan skripsi ini memiliki tujuan untuk mengetahui faktor-faktor
kegagalan Kebijakan Luar Negeri Trust-Political Policy di masa pemerintahan
Presiden Park Geun Hye. Kebijakan Trust-Political Policy adalah Kebijakan Luar
Negeri yang Korea Selatan untuk dapat menormalisasi hubungan inter-Korea demi
terwujudnya perdamaian di semenanjung Korea. Namun, serangkaian uji coba
nuklir dan memburuknya hubungan inter-Korea di masa pemerintahan Park Geun
Hye mengindikasikan kegagalan Kebijakan Luar Negeri tersebut. Menggunakan
pendekatan kualitatif dengan metode studi pustaka, penelitian ini akan menguraikan
faktor-faktor kegagalan kebijakan tersebut.
Penelitian ini menemukan bahwa terdapat faktor domestik dan internasional
yang menyebabkan gagalnya Kebijakan Luar Negeri Trust-Political Policy di masa
pemerintahan Park Geun Hye. Faktor domestik tersebut adalah kegagalan Partai
Saenuri memenangkan Pemilu Parlemen tahun 2016. Selain itu, kegagalan ini juga
ditenggarai oleh corak kepemimpinan Park Geun Hye yang cenderung konservatif.
Dari sisi Korea Utara, kebijakan tersebut gagal membangun kepercayaan politik
antara Korea Utara dengan Korea Selatan. Di samping itu, terdapat pula faktor
Amerika Serikat yang cenderung determinan di dalam kegagalan Kebijakan Luar
Negeri Trust-Political Policy Park Geun Hye.

THE FAILURE OF “TRUST-POLITICAL POLICY” AS PARK GEUN
HYE'S FOREIGN POLICY STRATEGY (2013-2017)
ABSTRACT
This research aims to find out the factors behind the failure of the Trust�Political Policy Foreign Policy under Park Geun Hye's administration. Trust�Political Policy was South Korea's Foreign Policy which projected to be the ability
to normalize inter-Korean relations, especially for peace in the Korean peninsula.
However, many incidents in inter-Korean relations, such as some nuclear tests and
the worsening of inter-Korean relations during Park Geun Hye's administration
have shown the failure of the foreign policy strategies. Using a qualitative approach
with a literature study method, this research will describe the failure factors of the
policy.
This study find that both domestic and international factors were causing
the failure of the Trust-Political Policy Foreign Policy under Park Geun Hye's
administration. The main domestic factors that cause the failure was the loss of the
Saenuri Party in the 2016 Parliamentary Election. In addition, this failure was also
determined by Park Geun Hye's conservative leadership style. From the North
Korean side, this policy has failed to build political trust between North Korea and
South Korea. In addition, there are also United States factors that tend to be decisive
in the failure of Park Geun Hye's Trust-Political Policy Foreign Policy..
