ABSTRAK
Penelitian ini menganalisis strategi komunikasi organisasi di Komisi
Pemilihan Umum (KPU) Kabupaten Sleman dalam menyelenggarakan pemilihan
kepala daerah di masa pandemi covid-19 tahun 2020. Kegiatan pilkada serentak
tahun 2020 sempat mendapat kecaman dari berbagai pihak karena
diselenggarakan pada saat tren kasus positif covid-19 masih tinggi. KPU
Kabupaten Sleman melakukan upaya-upaya meyakinkan masyarakat Sleman
bahwa kegiatan tersebut aman untuk tetap dilaksanakan. Salah satunya dengan
menyusun strategi komunikasi yang sebaik mungkin untuk diterapkan pada
kondisi pandemi covid-19. Metode penelitian yang digunakan dalam
penelitian ini adalah penelitian dengan metode kualitatif deskriptif. Teori
Pengorganisasian dan Teori Informasi Organisasi oleh Karl Weick dipilih oleh
peneliti untuk menganalisis data. Data primer diperoleh peneliti dari wawancara
yang dilakukan langsung dengan komisioner KPU Kabupaten Sleman. Hasil
penelitian menunjukkan strategi komunikasi organisasi yang digunakan KPU
Kabupaten Sleman adalah dengan melakukan konsolidasi internal organisasi yang
baik. Dimulai dengan membangun kekompakan anggota, penyamaan persepsi
anggota dan peran pimpinan yang optimal. Kemudian tata kelola dan interaksi
dengan pihak eksternal yang terstruktur, mengenali sasaran strategi komunikasi,
serta pemilihan media yang tepat.

ABSTRACT
This study analyzes the organizational communication strategy at the
Komisi Pemilihan Umum (KPU) of Sleman Regency in holding regional head
elections during the 2020 COVID-19 pandemic. The simultaneous regional
elections in 2020 had received criticism from various parties because they were
held during the trend of positive cases of COVID-19 still high. The KPU of
Sleman Regency made efforts to convince the Sleman community that the activity
was safe to continue. One of them is by developing the best possible
communication strategy to be applied in the conditions of the COVID-19
pandemic. The research method used in this research is descriptive qualitative
research. Organizational Theory and Organizational Information Theory by Karl
Weick were chosen by the researcher to analyze the data. Primary data obtained
by researchers from interviews conducted directly with the KPU commissioner of
Sleman Regency. The results showed that the organizational communication
strategy used by the KPU in Sleman Regency was to carry out good internal
organizational consolidation. Starting with building member cohesiveness,
equalizing member perceptions and optimal leadership roles. Then the
governance and interaction with external parties are structured, identify the
target of the communication strategy, as well as the selection of the right media.
