ABSTRAK
Shodaqoh barang untuk ummat atau disebut juga dengan Shobarummat
merupakan salah satu program inovasi layanan publik Kementerian Agama
Kabupaten Purworejo. Program ini merupakan upaya meningkatkan pertumbuhan
ekonomi masyarakat melalui mobilisasi sedekah barang yang dilakukan secara
berkelanjutan, dan terlembagakan untuk kemudian manfaat yang diperoleh dapat
menjadi santunan bagi pemberdayaan masyarakat. Program inovasi yang kemudian
akan diterapkan untuk khalayak luas membutuhkan cara komunikasi yang tepat
agar lebih mudah dipahami, direalisasikan, dan diterima oleh masyarakat.
Penelitian ini bertujuan untuk mengetahui dan memberikan gambaran bagaimana
komunikasi publik Kementerian Agama Kabupaten Purworejo dalam pelaksanaan
program Shobarummat. Tujuan penelitian ini mencakup upaya untuk memahami
perencanaan komunikasi Kementerian Agama Kabupaten Purworejo, komunikasi
publik yang diterapkan oleh Kementerian Agama Kabupaten Purworejo pada
program Shobarummat, dan mengidentifikasi hambatan-hambatan yang mungkin
dihadapi dalam proses komunikasi publik. Penelitian ini menggunakan teori
perencanaan oleh Charles Berger. Jenis penelitian ini menggunakan pendekatan
kualitatif deskriptif dengan tiga teknik pengumpulan data, yaitu observasi,
wawancara, dan analisis dokumen terkait. Berdasarkan hasil penelitian yang telah
dilakukan menunjukkan bahwa perencanaan komunikasi program Shobarummat
adalah perencanaan yang kompleks dan telah melewati empat tahap perencanaan
komunikasi menurut Cutlip, Center, dan Broom. Kementerian Agama Kabupaten
Purworejo menggunakan bentuk komunikasi publik berupa bazaar, bakti sosial,
pasar murah, penyuluhan langsung kepada masyarakat serta pemanfaatan media
sosial seperti, Instagram, YouTube, dan website resmi Kementerian Agama
Kabupaten Purworejo.

ABSTRACT
Shodaqoh goods for the ummah or also called Shobarummat is one of the
public service innovation programs of the Ministry of Religious Affairs of
Purworejo Regency. This program is an effort to increase the economic growth of
the community through the mobilization of alms of goods that are carried out in a
sustainable manner, and institutionalized so that the benefits obtained can be
compensation for community empowerment. Innovation programs that will then be
applied to a wide audience require the right way of communication to be easier to
understand, realize, and accept by the community. This study aims to find out and
provide an overview of how the public communication of the Ministry of Religious
Affairs of Purworejo Regency in the implementation of the Shobarummat program.
The objectives of this study include efforts to understand the communication
planning of the Ministry of Religious Affairs of Purworejo Regency, public
communication implemented by the Ministry of Religious Affairs of Purworejo
Regency in the Shobarummat program, and identify obstacles that may be
encountered in the process of public communication. This study used planning
theory by Charles Berger. This type of research uses a descriptive qualitative
approach with three data collection techniques, namely observation, interviews, and
analysis of related documents. Based on the results of research that has been
conducted shows that the communication planning of the Shobarummat program is
a complex planning and has passed four stages of communication planning
according to Cutlip, Center, and Broom. The Ministry of Religious Affairs of
Purworejo Regency uses forms of public communication in the form of bazaars,
social services, cheap markets, direct counseling to the community and the use of
social media such as Instagram, YouTube, and the official website of the Ministry
of Religious Affairs of Purworejo Regency.
