Abstract

ABSTRAK
Balai Teknologi Komunikasi Pendidikan (BTKP) Yogyakarta sebagai salah satu unit
pelaksanaan teknis daerah (UPTD) di bawah naungan Dinas Pendidikan Pemuda dan
Olahraga Provinsi D.I.Yogyakarta mempunyai tugas pokok melaksanakan pengembangan
dan memproduksi media pembelajaran berbasis TIK untuk menunjang peningkatan dan
pemerataan mutu pendidikan. Sebagai lembaga pendidikan yang menggunakan teknologi
informasi dalam proses pembelajarannya dan menjadikan teknologi sebagai produknya,
kinerja SI/TI sangat penting untuk mendukung keberhasilan pelatihan dan pembelajaran di
BTKP Yogyakarta. BTKP Yogyakarta selaku instansi pemerintahan, secara umum hanya
baru menggunakan Indeks Kepuasan Masyarakat (IKM) dan Laporan Akuntabilitas Kinerja
Instansi Pemerintah (LAKIP), sebagai alat ukur untuk mengukur kinerja yang dilakukan
dengan skala satu tahun kerja. Hal ini dirasa tidak cukup untuk dijadikan sebagai alat ukur
untuk capaian kinerja karena hanya berfokus pada dua titik yaitu kepuasan masyarakat dan
anggaran.
IT-Balanced Scorecard (IT-BSC) sudah banyak digunakan untuk mengukur dan
mengontrol pelaksanaan SI/TI di sebuah perusahaan atau organisasi. Metode IT-BSC dapat
digunakan untuk mengevaluasi kinerja SI/TI dari empat perspektif yaitu kontribusi
perusahaan, orientasi pengguna, penyempurnaan operasional, dan orientasi masa depan.
Lalu dikolaborasikan dengan metode Critical Success Factors (CSF) untuk mengidentifikasi
faktor-faktor kunci yang mempengaruhi kinerja SI/TI terhadap perspektif yang ada di dalam
IT-BSC.
Dari hasil pengukuran capaian kinerja SI/TI pada BTKP Yogyakarta menggunakan IT-
BSC dan CSF mampu memberikan gambaran capaian kinerja SI/TI BTKP Yogyakarta.
Perspektif kontribusi perusahaan memperoleh skor akhir tertinggi sebesar 97,55% dengan
kategori sangat baik. Hal ini menandakan BTKP Yogyakarta memberikan fokus yang sangat
baik terhadap anggaran manajemen investasi IT di dalamnya. Lalu, disusul perspektif
orientasi pengguna sebesar 95,82% dengan kategori sangat baik. Kemudian, perspektif
penyempurnaan operasional sebesar 80% dengan kategori baik, dan terakhir dengan
perolehan nilai terendah yaitu pespektif orientasi masa depan sebesar 78,69% dengan
kategori baik. Hal ini dikarenakan dari 4 Key Performance Indicators (KPI) di perspektif
orientasi masa depan belum tercapai secara maksimal.

ABSTRACT
Balai Teknologi Komunikasi Pendidikan (BTKP) as one of the regional technical
implementation units (UPTD) under the auspices of the D.I.Yogyakarta Province Youth and
Sports Education Office has the main task of carrying out the development and production
of ICT-based learning media to support the improvement and equity of educational quality.
As an educational institution that uses information technology in its learning process and
makes technology its product, IS/IT performance is very important to support the success of
training and learning at BTKP Yogyakarta. BTKP Yogyakarta as a government agency, in
general, has only recently used the Indeks Kepuasan Masyarakat (IKM) and Laporan
Akuntabilitas Kinerja Instansi Pemerintah (LAKIP), as measuring tools to measure
performance on a scale of one working year. It is felt that this is not enough to be used as a
measuring tool for performance achievements because it only focuses on two points, namely
community satisfaction and budget.
The IT-Balanced Scorecard (IT-BSC) has been widely used to measure and control the
implementation of IS/IT in a company or organization. The IT-BSC method can be used to
evaluate IS/IT performance from four perspectives, namely company contribution, user
orientation, operational improvement, and future orientation. Then collaborating with the
Critical Success Factors (CSF) method to identify the key factors that affect IS/IT
performance from the perspective that exists in IT-BSC.
From the results of measuring IS/IT performance at Yogyakarta BTKP using IT-BSC
and CSF it is able to provide an overview of BTKP Yogyakarta IS/IT performance. The
company's contribution perspective obtained the highest final score of 97.55% in the very
good category. This indicates that BTKP Yogyakarta provides a very good focus on the IT
investment management budget in it. Then, followed by a user orientation perspective of
95.82% with a very good category. Then, the operational improvement perspective is 80%
in the good category, and finally with the lowest score, namely the future orientation
perspective of 78.69% in the good category. This is because the 4 Key Performance
Indicators (KPI) in the perspective of future orientation have not been optimally achieved.
