ABSTRAK
Indonesia dengan luas wilayah yang besar memiliki potensi bencana alam dan non alam seperti
pandemi. Pada saat pandemi COVID-19, Pemerintah Indonesia membentuk Satgas dari tingkat
nasional hingga daerah, termasuk di Provinsi Yogyakarta. Pemerintah Yogyakarta membentuk Satgas
COVID-19 dengan melibatkan berbagai lembaga. Model ini menggunakan teori organisasi
komunikasi hati, dan komunikasi persuasif dengan teknik seperti asosiasi, partisipatif, dan fear
arousal. Tujuan penelitian ini adalah untuk menemukan model komunikasi persuasif untuk Satgas
penanggulangan pandemi. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi
kasus Satgas COVID-19 DIY. Proses pengumpulan data menggunakan wawncara, observasi dan
dokumentasi dengan fokus pada data dari BPBD DIY sebagai koordinator Satgas COVID-19 DIY.
Hasil penelitian menujukkan bahwa Satgas COVID-19 DIY menggunakan komunikasi organisasi
dengan pola roda untuk mempermudah koordinasi yang terpaku pada Ketua Satgas COVID-19
sebagai penentu keputusan. Satgas COVID-19 DIY dalam melakukan komunikasi persuasif
menggunakan Teknik Asosiasi, Partisipatif dan fear arousal untuk dapat membujuk masyrakat agar
mengikuti protokol kesehatan dan memutus rantai penyebaran pandemi COVID-19. Tim Satgas
COVID-19 DIY yang bertugas di lapangan menerapkan teori komunikasi hati untuk dapat mengatur
emosionalnya yang sedang menghadapi bencana sehingga muncul simpati dan empati kepada
masyarakat yang menjadi korban bencana. Hal itu membuat Satgas COVID-19 lebih berhati-hati
dalam melakukan komunikasi agar tidak timbul konfik di tengah masyarakat. Kontribusi penelitian
ini yaitu memberi usulan kebijakan komunikasi persuasif menggunakan pendekatan komunikasi hati.

ABSTRACT
Indonesia, with its vast territory, faces the potential of both natural and non-natural disasters,
including pandemics. During the COVID-19 pandemic, the Indonesian government established task
forces at the national and regional levels, including in the province of Yogyakarta. The Yogyakarta
government formed its own COVID-19 task force, involving various institutions. This model utilized
the theories of organizational communication and heartfelt communication, employing persuasive
communication techniques such as association, participation, and fear arousal. The objective of this
research was to develop a persuasive communication model for the pandemic task force. The study
employed a qualitative approach, specifically a case study of the DIY COVID-19 task force. Data
collection involved interviews, observations, and documentation, with a focus on the DIY Regional
Disaster Management Agency (BPBD) as the coordinator of the COVID-19 task force. The research
findings indicated that the DIY COVID-19 task force employed an organizational communication
model with a hub-and-spoke pattern, centered around the decision-making role of the task force
chairman. The task force utilized persuasive communication techniques, including association,
participation, and fear arousal, to persuade the public to adhere to health protocols and break the
chain of COVID-19 transmission. The task force's field team applied the theory of heartfelt
communication to manage their emotions while dealing with disasters, fostering sympathy and
empathy towards affected communities. This heightened caution in their communication efforts to
prevent conflicts among the public. The contribution of this research is to provide recommendations
for persuasive communication policies using a heartfelt communication approach.
