SCIENTIFIC, AND CULTURAL ORGANIZATION) DALAM
MEMBANTU MENANGANI ISU KEBEBASAN PERS DI PAKISTAN
TAHUN 2013-2020
ABSTRAK
Media massa atau media pers memiliki kaitan erat dengan hard dan soft
politics negara. Media kini menjadi konsumi masyarakat Internasional, sehingga
banyak digunakan sebagai media berdiplomasi, memenuhi dan melindungi
kepentingan nasional, dan membangun suatu image tertentu. Menurut laporan dari
Reporter Without Borders, kebebasan pers Pakistan menempati peringkat ke 151-
159 dari 180 negara sepanjang periode 2009-2013. Pengontrolan terhadap media,
tingginya angka kematian jurnalis, buruknya kebebasan pers, rendahnya keamanan
bagi pekerja media menarik perhatian UNESCO yang akhirnya turun tangan dan
memasukkan Pakistan sebagai salah satu negara pada tahap implementasi fase
pertama UN Plan of Action on The Safety of Journalist pada 2013. Skripsi ini
bertujuan untuk meneliti apa saja peran dan upaya yang dilakukan oleh UNESCO
untuk menangani isu kebebasan pers di Pakistan periode 2013-2020. Dengan
menggunakan Teori Peran Organisasi Internasional menurut Clive Archer,
penelitian ini membuktikan bahwa peran dan upaya yang dilakukan oleh UNESCO
di Pakistan bersifat efektif dan memberikan dampak positif bagi kebebasan pers di
Pakistan.

THE ROLES AND EFFORTS OF UNESCO ( UNITED NATIONS
EDUCATIONAL, SCIENTIFIC, AND CULTURAL ORGANIZATION ) IN
HANDLING THE ISSUE OF PRESS FREEDOM IN PAKISTAN ON 2013-
2020
ABSTRACT
The mass media or press media is now related with both hard and soft
politics of the state. Because media could be consume by the international
community easily, many countries use it for diplomacy, fulfilling and protecting
national interests, and building some certain image. According to the report by
Reporters Without Borders, Pakistan’s freedom of the press was ranked 151-159
out of 180 countries during the 2009-2013 period. Control of the media, the high
death rate of journalists, poor press freedom, and low security for media workers
attract the attention of UNESCO which finally intervened and included Pakistan as
one of the countries in the first phase implementation of the UN Plan of Action on
the Safety of Journalist on 2013. This thesis aims to examine the roles and efforts
made by UNESCO to deal with the issue of press freedom in Pakistan for the 2013-
2020 period. By using the Theory of the Role of International Organizations
according to Clive Archer, this research proves that the role and efforts undertaken
by UNESCO in Pakistan are effective and have a positive impact on press freedom
in Pakistan.
