Abstract
Malaysia is a country which has a racial policy. Protection policy for Bumiputera (Malay) has got major portion, but the two ethnic groups, China and India do not receive proportionate attention. Vatican is a country with special characteristics. Vatican has a strong influence in international relations, because Vatican is the epicenter of the Catholic people of the world, as well as the influence factors of the Pope as the leader of the Catholic and as respected figure in international politics. Malaysia, on a variety of factors are necessary to open diplomatic relations with the Vatican. To get a variety of interests in the international system.
