Abstract
Praktek pekerja anak merupakan salah satu masalah pelanggaran ham yang
terjadi di dunia. Pantai Gading menjadi salah satu negara dengan praktik pekerja
anak tertinggi di dunia, 68% anak – anak di negara ini menjadi pekerja anak di
perkebunan kakao. Ironisnya Pantai Gading menjadi negara penghasil kakao
paling tinggi didunia, kualitas biji kakao Pantai Gading merupakan salah satu
yang terbaik dan banyak di eskpor ke Perusahaan kakao Amerika dan Eropa. ILO
sebagai organisasi internasional yang memiliki program internasional untuk
penghapusan pekerja anak turun tangan untuk menyelesaikan masalah ini. ILO -
IPEC (International Programme on the Elimination Child Labour) masuk ke
Pantai Gading dan mengupayakan penghapusan pekerja anak di perkebunan
kakao dengan prinsip tripartitnya mengajak Pemerintah Pantai Gading, Industri
kakao, organisasi dan lembaga swadaya masyarakat yang ada untuk bersama –
sama memerangi pekerja anak di perkebunan kakao. Upaya – upaya yang
dilakukan meliputi pengidentifikasian, pencarian pelaku pekerja dan
pengembalian kembali anak - anak ke daerah asal, memberikan pendidikan bagi
anak – anak korban pekerja, kemudian ILO – IPEC berusaha mempengaruhi
kebijakan dalam negeri Pantai Gading mengenai masalah pekerja anak. Upaya
terakhir yaitu melalui penyebaran informasi bagi masyarakat Pantai Gading. Hasil
yang dicapai ILO – IPEC dalam menghapus pekerja anak di perkebunan kakao
Pantai Gading sejak tahun 2001 – 2007 membuahkan hasil, jumlah pekerja anak
tersisa 23% dari 68%.
The practice of child labor is one of the human rights violations that occurred in
the world. Cote D’Ivoire has one of the highest child labor practices in the world,
68% of children - children in this country child labor in cocoa plantations.
Ironically Cote D’Ivoire became the highest cocoa producing country in the
world, the quality of Ivorian cocoa is one of the best and many cocoa exports to
U.S. and European Companies. ILO as an international organization which has
an international program for the elimination of child labour to step into resolve
this issue. ILO – IPEC ((International Programme on the Elimination Child
Labour) come into Cote D’Ivoire and make some efforts on the elimination of
child labor in cocoa plantations with the tripartite principle ILO – IPEC, Cote
D’Ivoire government, Cocoa Industry, organizations and non-governmental
organizations work together to fight against child labour on cocoa plantations.
The efforts are identification, reinsertion the children to their home, providing
education and vocational education for victims. Last attempts is through the
dissemination of information for the citizens of Cote D’Ivoire. The result that ILO
– IPEC has achieved in elimination child labour in cocoa plantation Cote
D’Ivoire since 2001 – 2007 is the decrease number of child labour from 68% to
23%.
