Abstract
The desirability of Republica Democratica de Timor
Leste (RDTL) to join with ASEAN is based on their
foreign policy and diplomatic principles that is
actively interlacing cooperation with ASEAN and making
a serious effort to be ASEAN member. Besides that,
geographic location of Timor Leste that located at
Southeast Asia is the only country in area that is not
included in regional organization of ASEAN; this has
been encouraging Timor Leste to be ASEAN member. This
is a fundamental sign that encouraging Timor Leste in
order to interlacing international cooperation as the
realization of peacefulness, orderliness as well as
international society who lived together.
After gaining observer status in ASEAN on 2002,
Timor Lester has been accelerating their effort in
preparing their human resource that capable to filling
the posts that needed in order to participate in ASEAN
organization. There are various steps and efforts has
been experienced with their participation in various
meeting in ASEAN, their membership with ASEAN Regional
Forum (ARF), signing Treaty of Amity and Cooperation
(TAC), they has a diplomacy relationship with 10
countries of ASEAN, establishing ASEAN Secretary at
capital country, Dili-Timor Leste, and officially
proposing official application on Summit Conference
18th ASEAN that held in Jakarta (Indonesia) on May 7th –
8th 2012. This is indicating that there is admission of
sovereignty and commitment of Timor Leste to
cooperating with ASEAN.
