Abstract

Penelitian ini bertujuan untuk menganalisis kinerja Trans Jogja dari tahun 2008 sampai dengan tahun 2011 dan menganalisis strategi pengembangan Trans Jogja dalam kaitannya dengan pengurangan subsidi Pemerintah Daerah. Data yang digunakan diperoleh dari UPTD Trans Jogja Dinas Perhubungan Komunikasi dan Informatika Provinsi DIY selama periode 2008 sampai dengan 2011. Analisis yang digunakan adalah Analisis Scoring Performance–Importance; Analisis Efisiensi dan Efektivitas dan Analisis SWOT. Evaluasi kinerja Trans Jogja meliputi Evaluasi Sumber Daya Manusia, Evaluasi Teknis, Evaluasi Keuangan dan Evaluasi Kualitatif. Dari Evaluasi Sumber Daya Manusia diperlukan adanya reward and punishment sehingga para pegawai bisa lebih termotivasi lagi dalam bekerja walaupun untuk pemberian reward diperlukan anggaran dari APBD Pemerintah Daerah. Evaluasi Teknis dilihat dari Load Factor/Tingkat keterisian bus dimana dari tahun 2008 sampai dengan tahun 2011 mengalami peningkatan sebesar 15%. Dari Evaluasi Keuangan diukur dari Efisiensi dan Efektivitas dimana selama tahun pengamatan sudah dikatakan efisien dan efektif. Sedangkan dilihat dari harga tiket agar subsidi bisa Break Effen Point (BEP) akan tercapai dengan penetapan harga tiket sebesar Rp. 8.050,00 sedangkan untuk mendapatkan keuntungan, harga tiket harus ditetapkan lebih dari Rp. 8.050,00 dengan asumsi jumlah penumpang dan jumlah belanja tetap. Kemudian untuk Evaluasi Kualitatif dengan Analisis Scoring Performance–Importance diketahui bahwa yang menjadi prioritas utama adalah Ketepatan waktu/jadwal, Waktu tunggu di halte dan kenyamanan di halte. Untuk Strategi Pengembangan ada beberapa startegi yaitu pengembangan trayek, promosi layanan bus Trans Jogja, Pengembangan Sistem Tiket, SMTS On Bus beserta Halte Portable, Bus Priority/Jalan Khusus untuk bus Trans Jogja, dan Pembatasan Kendaraan Pribadi. Dari hasil analisis diketahui bahwa strategi pengembangan sistem tiket dan pembatasan kendaraan pribadi menjadi strategi yang paling baik dilihat dari sisi penghematan anggaran. Kemudian untuk strategi kelembagaan Badan Layanan Umum (BLU) yang bisa memadai operasional bus Trans Jogja dibanding dengan Badan Umum Milik Daerah (BUMD). Katakunci: Evaluasi Kinerja, Strategi Pengembangan, Efisiensi, Efektivitas, Scoring Performance–Importance, SWOT (Strengths, Weaknesses, Opportunities, Threats) This study aims to analyze the performance of Trans Jogja from 2008 to 2011 and analyzed the Trans Jogja development strategy in relation to the reduction of Government subsidies. The data that used were obtained from the Department of Transportation UPTD Trans Jogja Yogyakarta Provincial Communications and Information Technology during the period 2008 to 2011. The analysis that used in this research is Scoring Performance-Importance Analysis; Efficiency and Effectiveness Analysis and SWOT Analysis. Evaluation of the performance of Trans Jogja include Human Resource Evaluation, Technical Evaluation, Qualitative Evaluation and Financial Evaluation. Evaluation of Human Resources is necessary to reward and punishment, so that the employees can be more motivated to work even for the reward required budget from local government budgets. Technical Evaluation can be seen from Load Factor / bus occupancy rate where from 2008 to 2011 increased by 15%. From the Financial Evaluation of the Efficiency and Effectiveness was measured during the observation which is said to be efficient and effective. While the views of the ticket price in order to get subsidies Effen Break Point (BEP) will be achieved by setting the ticket price of Rp. 8050.00 while for profit, ticket prices should be set more than Rp. 8050.00 assuming the number of passengers and amount of expenditure fixed. Then for Qualitative Evaluation of the Performance-Importance Analysis Scoring known that the top priority is the accuracy of the time / schedule, the waiting time at the bus stop and comfort. For strategy development that some strategy can be used such as route development, promotion of Trans Jogja bus service, Ticket System Development, SMTS with On Bus Stop Portable, Bus Priority / Special Road for Trans Jogja buses, and private vehicles restricted. From the analysis it is known that the development strategy of the ticket system and restrictions on private vehicles to be the best strategy in terms of budget savings. Then for institutional strategy Public Service Agency (BLU) can adequately Trans Jogja bus operations compared with the General Board Owned (BUMD).
