Abstract
Tujuan penelitian adalah (1) mendeskripsikan kualitas layanan pemerintah
terhadap masyarakat dalam rangka meningkatkan ketahanan pangan rumah tangga
Kabupaten Boven Digoel, (2) menganalisis ketahanan pangan (Tingkat
Kecukupan Energi (TKE)) rumah tangga, (3) menganalisis ketahanan pangan
(Tingkat Kecukupan Protein (TKP)) rumah tangga, dan (4) menganalisis faktor
yang berpengaruh terhadap ketahanan pangan (kecukupan energi dan kecukupan
protein) rumah tangga Kabupaten Boven Digoel. Metode dasar yang digunakan
adalah metode deskriptif. Pemilihan lokasi penelitian dilakukan dengan teknik two
stage cluster sampling, dan pemilihan sampel menggunakan cara simple random
sampling. Data penelitian ini adalah data primer dan sekunder. Pengujian analisis
ketahanan pangan (TKE dan TKP) menggunakan uji t. Kemudian pengujian
pengaruh faktor terhadap ketahanan pangan (TKE dan TKP) rumah tangga
dilakukan dengan analisis statistik regresi linier berganda. Berdasarkan hasil
menunjukkan bahwa (1) kualitas pelayanan pemerintah terhadap masyarakat
dalam rangka meningkatkan ketahanan pangan rumah tangga masih kurang, baik
dimensi Reliability, Responsiveness, Competence, Communication, maupun
dimensi Tangibles, (2) ketahanan pangan (Tingkat Kecukupan Energi) termasuk
kategori rawan pangan tingkat berat, (3) ketahanan pangan (Tingkat Kecukupan
Protein) termasuk katgori rawan pangan tingkat berat, (4) ada pengaruh faktor
letak pasar terhadap ketahanan pangan (konsumsi energi (Kkal)) dan faktor
pendapatan rumah tangga terhadap ketahanan pangan (konsumsi protein (gram)).
Kata kunci: Ketahanan Pangan Rumah Tangga, Kecukupan Energi dan Protein,
Kualitas Layanan.
The purposes of this study were (1) to describe the quality of government services
to the society to improve household food security of Boven Digoel Regency, (2) to
analyze household food security (Energy Sufficiency Level (ESL)), (3) to analyze
household food security (Protein Sufficiency Level (PSL)), and (4) to analyze
factors influencing household food security (energy sufficiency and protein
sufficiency) of Boven Digoel Regency. The basic method used was descriptive
method. Research location selection was performed by two stage cluster sampling
technique, and sample selection used simple random sampling. Research data was
primary and secondary data. Food security analysis testing (ESL and PSL) used ttest.
Next, factors’ influence analysis testing on household food security (ESL and
PSL) was performed by multiple linear regression statistical analysis. The results
showed (1) the quality of government services to the society to improve household
food security was poor, from Reliability, Responsiveness, Competence,
Communication, as Tangible dimensions, (2) food security (Energy Sufficiency
Level) was in severe food insecurity level, (3) food security (Protein Sufficiency
Level) was in severe food insecurity level, (4) there was influence of the market
location factor on food security (energy consumption (Kkal)) and household
income factor on food security (protein consumption (gram)).
