Abstract
In the global era, the role of diplomacy is not only performed only by government,
but it can do by the public, academics, NGOs and others, that's who included in
the category of public diplomacy. The events of September 11 has had a
significant impact on United States foreign policy. Foreign policy of United States
policy on terrorism into the spotlight especially among the Muslim world, and
that has made a bad image for the United States. United States as a superpower
though, using the military instrument alone is not enough to win the fight against
terrorists. United States should take action acceptable reason and soft so that it
can conquer the hearts and minds (winning the hearts and minds), especially
among the Muslim world like Indonesia, then education partnership is a foreign
policy of the United States to give effect without violence (militaristic). Obama
goverments regime has improved Education Partnership between Indonesia and
United States of America, as critical step on behalf of United States foreign policy
on “smart power”.
