Abstract

This thesis discuss various efforts of Indonesia government that was done to overcoming illegal trading in border area between Belu regency and Timor Leste, also existing obstacles to realize it. In border area management, government had been attempting to build border area as buffer zone from foreign infiltration either by its policy or implementation. However, border issues are very complex so emerge various obstacles faced by government in order to overcoming it, especially in Belu regency concerning illegal trading, refined fuel oil (BBM) and principle commoditytrading. Society emotional relationship is solid foundation in illegal actions. This is influenced by insufficient means and infrastructure in border area, also higher economics needs either on their children educations or daily needs. Price disparity is an appeal itself where illegal actions are not a necessity, but it has been an advantageous job. Uncertainty about border determination in Memo Delta Malibakaispoor coordination of bilateral cooperation between RI and Timor Leste. It weakenslaw confirmation in border area and viewed as an opportunity to do illegal actions. Therefore, required border area development strategies that not only on its strategicpolicies, but also must more focus on its implementation.
