Abstract
ABSTRAK Framing merupakan salah satu analisis teks media yang memberikan gambaran bagaimana media membingkai suatu peristiwa atau fenomena atas realitas. Pada penelitian ini analisis framing digunakan untuk meneliti berita mengenai penetapan Idham Samawi sebagai tersangka korupsi dana hibah Persiba Bantul di SKH Radar Jogja dan Tribun Jogja periode Juli- Agustus 2013. Kasus penetapan ini menjadi menarik karena memiliki banyak permasalahan. Mulai dari belum adanya penahanan terhadap Idham, keterlibatan pejabat lain, hingga adanya campur tangan partai politik. Tujuan penelitian ini untuk mengetahui pembingkaian media mengenai penetapan Idham Samawi sebagai tersangka korupsi dana hibah Persiba. Model framing yang digunakan adalah framing Robert Entman yang terfokus pada seleksi isu dan penonjolan fakta lewat empat unit analisis, define problem, diagnoses cause, make moral judgment, dan treatment recommendation. Teknik pengumpulan data yang digunakan adalah jenis nonprobability sampling dengan teknik purposive sampling. Berita yang dianalisis terdiri dari 16 pemberitaan. Hasil penelitian menunjukkan, frame yang dibentuk Radar Jogja lebih banyak melihat permasalahan dari sudut pandang hukum yang terfokus pada upaya penegakan hukum yang dilakukan Kejati DIY. Penyebab masalah terletak pada Idham Samawi dengan penjatuhan moral perilaku korupsi adalah perbuatan melawan hukum. Penyelesaian yang diberikan berupa tuntutan agar kasus ini segera diselesaikan. Frame yang dibentuk Tribun Jogja lebih banyak melihat permasalahan dari sudut pandang politik yang terfokus pada dugaan permainan politik ditubuh Kejati DIY. Penyebab masalah terletak pada Kejati DIY dan Dewan. Penjatuhan moral yang disampaikan adalah Kejati DIY sebenarnya tidak bekerja berdasarkan profesionalitas melainkan ada unsur kepentingan. Dalam konteks pembuatan berita, media tidak terlepas dari faktor internal dan ekternal media massa. Organisasi media, secara langsung memainkan peranan dalam membingkai suatu peristiwa. ABSTRAK Framing is one of media texts analysis which provides a description on how a media frames an event or phenomenon of a certain reality. In this research, framing analysis is used to study news on the determination of Idham Samawi as the corruption suspect of Persiba Bantul grant in Radar Jogja and Tribun Jogja newspapers on the period of July – August 2013. This case becomes interesting since there are a lot of problems in it. It starts from no restraint toward Idham, the involvement of other officials, to intervention from political parties. This research aims to reveal how media frames the determination of Idham Samawi as the suspect of Persiba grant corruption. The framing model used is Robert Entman’s framing which focuses on issues selection and facts highlight through four analysis units namely define problem, diagnoses cause, make moral judgment and treatment recommendation. Nonprobability sampling with purposive sampling technique is used as the data gathering technique. The news that has been analize consist of 16 news. Results of the study show that the frame formed by Radar Jogja highlights this issue from law perspective which focuses on efforts of law enforcement conducted by High Court of Yogyakarta Province. The core of the problem lays on the determination of Idham Samawi as a corruption suspect which is a violation toward the law. The solution given is a pursuit to finish the case. Meanwhile, the frame of Tribun Jogja more emphasizes on political intrigues in The High Court and House of Representatives of Yogyakarta Province. The source of the problem lays on The High Court and House of Representatives of Yogyakarta Province. The hand down of morality given is that The High Court of Yogyakarta Province substantially does not work based on professionalism but there are certain interests behind it. On the contexts of news making, a media cannot be separated from internal and external factors. Organization of media plays direct roles in framing a certain event.
