Abstract
ASEAN Summit held in Cambodia in July and November 2012 and is the ASEAN Summit for the 19th time. In this grand meeting where there are interesting things for the first time in the 45 years since it was formed ASEAN institutions, failed to agree to draw up an agenda in Southeast Asia. Failure is the inability of ASEAN is the ASEAN countries to unite in the opinion of addressing issues in the South China Sea between the member states in dispute with China. Cambodia is the host of the ASEAN Summit in 2012 apparently played a significant role on the failure of the meeting that was held this time. Disputes in the South China Sea involving China and the Philippines over because of direct contact with the region. Impasse experienced by ASEAN member countries was triggered by the attitude of Foreign Minister of Cambodia in the ASEAN summit level of Foreign Ministers in July 2012. Hun Sen declared that the South China Sea issue should not be internationalized and localized enough bilateral negotiations between the countries of Southeast Asia conflict with China, because according to the maritime dispute is a bilateral issue between some ASEAN member states and neighboring countries only.
