Abstract
Purworejo district is the center of soybean and Soybean Production Enhancement Program
implementers in Central Java Province.Objective of this study were to (1) analyze the
achievements of the implementation of the program through the realization of the planting
area , the productivity and the level of technology application soybean production in central
areas and regional development of acreage planted in Purworejo , (2) analyze the increase in
productivity of soybean program GPPTT and PAT in Purworejo , (3) analyze soybean
increased income and PAT GPPTT program in Purworejo and (4) identify the obstacles in
the implementation of the program to improve soybean production in Purworejo. The
research method used was survey with data collection through interviews, observation and
recording . The research location determined by purposive and sample selecting by sensus
methods with 77 farmers as sample that compreses of 30 farmers implementing GPPTT, nonimplementing
GPPTT 30 farmers and 17 farmers implementing PAT. Methods of data
analysis used ANOVA test followed LSD method and the t test. The results showed that (1)
Production Program Achievement in the realization of planting GPPTT lower than the PAT
while productivity and cultivation technology GPPTT higher than PAT, (2) GPPTT activities
was increase soybean productivity while PAT program was increased 42,81%, (3)GPPTT
activities increase farmers' income up to Rp . 2.558.823 , - / hectare,while the PAT activity
has not reached the desired income and ( 4 ) low productivity and low use of fertilizers on the
activities of PAT is the resistance of the soybean production enhancement program.

Kabupaten Purworejo merupakan sentra kedelai dan pelaksana Program Peningkatan Produksi Kedelai di Provinsi Jawa Tengah. Tujuan penelitian ini adalah (1) menganalisis
capaian pelaksanaan program melalui realisasi produktivitas dan tingkat penerapan budidaya kegiatan GPPTT dan PAT di Kabupaten Purworejo, (2) menganalisis peningkatan produktivitas kedelai program GPPTT dan PAT di Kabupaten Purworejo, (3) menganalisis pendapatan usahatani kedelai kegiatan GPPTT dan PAT di Kabupaten
Purworejo dan (4) mengidentifikasi hambatan-hambatan dalam pelaksanaan program
peningkatan produksi kedelai di Kabupaten Purworejo. Metode penelitian yang
dipergunakan adalah survei dengan teknik pengumpulan data melalui hasil wawancara,
observasi dan pencatatan. Lokasi penelitian ditentukan secara purposif di Desa
Megulunglor Kecamatan Pituruh dan Desa Sokowaten Kecamatan Banyuurip Kabupaten
Purworejo dengan jumlah sampel 77 orang yang terdiri dari 30 orang pelaksana GPPTT,
30 orang non pelaksana GPPTT dan 17 orang pelaksana PAT. Metode analisis data yang
dipergunakan uji t. Hasil penelitian menunjukkan bahwa (1) Capaian Program Produksi
pada realisasi produktivitas GPPTT berbeda nyata dengan non GPPTT dan produktivitas
PAT berbeda nyata dengan target, sedangkan pada penerapan budidaya, GPPTT berbeda
nyata dari PAT, (2) Kegiatan GPPTT terbukti meningkatkan produktivitas kedelai 5,2
ku/ha sedangkan produktivitas PAT baru mencapai 42,81% dari target, (3) Kegiatan
GPPTT meningkatkan pendapatan petani sampai Rp . 2.558,823 , - / ha, sementara
kegiatan PAT belum mencapai pendapatan yang diinginkan dan (4) rendahnya
produktivitas dan rendahnya penggunaan pupuk pada kegiatan PAT merupakan
hambatan dari mengimplementasikannya kedelai program peningkatan produksi.
