Abstract
Efforts to foster SMEs have been done long ago by the Indonesian government.
through the program “Kredit Usaha Rakyat”, Kredit Ketahanan Pangan dan Energi, or
program nasional pemberdayaan masyarakat mandiri, it’s not much help to encourage the
settlement of the issue of SMEs in Indonesia. Because the issue of SMEs in Indonesia is not
only a question of capital so to research another problem from SMEs it’s important and
capable to resolving the problems of SMEs.
ILO as an international labor organization offers solutions in the form of technical
training for SMEs. It’s called Sustaining Competitive And Responsible Enterprises (SCORE).
SCORE seeks to help resolve the problem that is faced by SMEs through short training for
everyone who’s involved in SMEs. The purpose of this study is to extent to which the ILO
cooperative relationship with the government of Indonesia in organizes SCORE programme.

ABSTRAK
Usaha untuk menumbuhkan UMKM telah di lakukan sejak lama oleh pemerintah
Indonesia. Melalui program Kredit usaha Rakyat (KUR), Kredit Ketahanan Pangan dan
Energi atau program nasional pemberdayaan masyarakat mandiri di rasakan belum banyak
mendorong penyelesaian persoalan UMKM di Indonesia. Di karenakan persoalan UMKM di
Indonesia bukan hanya persoalan permodalan sehingga dengan meneliti akar masalah
UMKM yang lainya di rasa cukup penting dan di harapkan mampu menyelesaikan persoalan
UMKM.
ILO sebagai lembaga perburuhan internasional menawarkan solusi berupa pelatihan
teknis UMKM yang bernama program daya saing berkelanjutan dan tanggung jawab
perusahaan atau di singkat SCORE. SCORE berupaya untuk membantu menyelesaikan
masalah – masalah yang di hadapi UMKM melalui pelatihan jangka pendek bagi pihak -
pihak yang terlibat di dalam UMKM. Penelitian ini di maksudkan untuk melihat sejauh mana
hubungan kerjasama ILO dengan pemerintah Indonesia dalam menyelengarakan program
SCORE di Indonesia.
