Abstract

ABSTRAK Kemajuan teknologi informasi di dunia memunculkan isu baru dalam hubungan internasional. Ancaman bentuk baru terhadap keamanan informasi dalam cyberspace seperti akses yang tidak diizinkan, hacking dan phishing muncul sebagai risiko yang harus dihadapi negara berdaulat yang terhubung serta memanfaatkan jaringan internet dalam kesehariannya. Pemanfaatan jaringan internet tidak hanya sebatas masyarakat tetapi juga oleh pemerintah dan sipil. Cina sebagai negara dengan perekonomian yang terus tumbuh juga memanfaatkan jaringan internet untuk pertukaran informasi hingga transaksi jual-beli. Ancaman bentuk baru telah dipersiapkan Cina sejak era Deng Xiaoping sehingga saat isu cyber security muncul abad ini, Cina sudah berupaya mempersiapkan strategi dalam memberikan jaminan keamanan informasi seperti mendukung penelitian dan pengembangan teknologi informasi, modernisasi teknologi informasi dalam Tentara Pembebasan Rakyat serta membangun kerjasama dengan ASEAN dan Amerika Serikat terkait isu-isu cyber yang merupakan isu transnasional. ABSTRACT Advances in information technology world raises new issues in international relations. New forms of threat to information security in cyberspace as unauthorized access, hacking, and phishing emerged as a risk that must be faced by a soverign state that is connected and utilize the internet in their daily. Internet use is not only limited to the public but also by governments and civilian. China as a emerged country in economic also utilize the internet for information exchange, buying and selling. China has been prepared for the new forms threat since Deng Xiaoping’s era till cyber security issue come out, China has attemped to prepare the strategy to provide security information such as support for research and development, modernization of information technology in People’s Liberation Army and establish cooperation with ASEAN dan the United States over the issues of patient issues are transnational issues.
