To solve these problems, researchers uses a descriptive analytical research methods and in data collection, the researchers uses technique literature study (library research) and research online. From the discussion of this paper, it was found that the encourage factors of armed conflict between Armenia and Azerbaijan in Nagorno- Karabakh erupted again in 2014 because of the desire of Armenia for control of Nagorno-Karabakh territory and the desire of Nagorno-Karabakh to join Armenia, where it is so opposed by Azerbaijan as the legitimate owner of the territory of international law and is also encouraged for their violations of the ceasefire agreement by both sides.
