Abstract
ABSTRAK Korupsi di Indonesia merupakan masalah serius yang sulit untuk diberantas. Kasus korupsi sepertinya tidak henti-hentinya terjadi di negeri ini. Pada tahun 2013 tercatat merupakan tahun dimana angka kasus korupsi terbanyak dalam lima tahun terakhir. Butuh upaya dan kerja sama dari semua pihak penegak hukum dan tak terkecuali juga oleh media dalam memberantas tindak korupsi. Media mempunyai peran sebagai “watch dog” dalam mengontrol pekerjaan pemerintah. Dalam perannya mengontrol kasus korupsi, media bisa menggunakan tajuk rencana sebagai alatnya, oleh sebab itu, peneliti tertarik untuk melakukan penelitian dari tajuk rencana tentang korupsi tersebut. Teori yang dipakai yakni teori pers tanggung jawab sosial. Metode yang digunakan dalam penelitian ini adalah metode analisis isi secara kuantitatif. Pada hasil penelitian menunjukkan bahwa surat kabar harian Kedaulatan Rakyat dalam memuat tajuk rencana tentang korupsi selama tahun 2013 cenderung menyajikan kasus korupsi di lingkup pemerintahan pusat. Topik tajuk yang dimuat lebih cenderung tentang penyelidikan kasus-kasus korupsi. Kasus-kasus korupsi tersebut diikuti perkembangannya dengan menggunakan teknik pembahasan secara kombinasi antara penjelasan dengan kutipan. Suatu kasus korupsi dijelaskannya secara rinci pokok-pokok permasalahan, maksud dan tujuan guna mudah dipahami oleh pembaca, dan untuk memperkuat argumennya disertakan pula kutipan-kutipan dari narasumber yang bersangkutan. Dimensi politik dan hukum adalah aspek yang sering disinggung dalam pemuatan tajuk korupsi ini, dikarenakan korupsi merupakan tindakan melanggar hukum dan yang cenderung melakukannya adalah orang-orang yang ada di lingkup kekuasaan atau pemerintahan. Surat kabar harian Kedaulatan Rakyat dalam memuat tajuknya lebih mempunyai fungsi menjelaskan berita dengan memaparkan secara rinci suatu kasus-kasus korupsi guna dapat dipahami oleh masyarakat. Jenis dan sifat tajuk rencana yang cenderung ditemui adalah kombinasi antara tajuk rencana yang bersifat menjelaskan dan yang bersifat memberikan argumentasi, dikarenakan dalam memberikan suatu pandangannya mengenai korupsi lebih cenderung menjelaskan suatu berita yang menjadi peristiwa hangat dan dipaparkan juga argumentasinya dalam menyikapi suatu peristiwa tersebut dengan analisanya. Dalam hal ini, walaupun surat kabar harian Kedaulatan Rakyat mengangkat tajuk-tajuk korupsi di pemerintahan pusat yang menunjukkan bahwa mereka turut berperan sebagai alat kontrol pemerintahan (watch dog), namun surat kabar harian Kedaulatan Rakyat sebagai surat kabar lokal malah tidak mengangkat kasus korupsi di lingkup edarnya yakni Yogyakarta. Surat kabar harian Kedaulatan Rakyat malah cenderung menutupi kasus korupsi yang menimpa pemiliknya, yakni Idham Samawi. Surat kabar harian Kedaulatan Rakyat dalam menjalankan perannya sebagai pers yang bertanggung jawab tentunya dinilai kurang maksimal. Kata kunci : surat kabar, tajuk rencana, korupsi, watch dog, berita politik. ABSTRACT Corruption in Indonesia is a serious problem that is difficult to eradicate. Cases of corruption seem endlessly going on in this country. In 2013 recorded a year in which the highest number of cases of corruption in the last five years. It takes effort and cooperation of all law enforcement authorities, and not least also by the media in combating corruption. The media have a role as a "watch dog" in the control of a government job. In its role to control corruption, the media can be used as an editorial. Therefore, researchers interested in conducting research on the editorial about corruption. The theory used the social responsibility theory of the press. The method used in this research is quantitative content analysis method. On the results showed that the daily newspapers in the Kedaulatan Rakyat includes editorial about corruption during 2013 tended to present the scope of corruption in the central government. Topic headings are more likely to be loaded on the investigation of corruption cases. The corruption cases followed its development by using the techniques discussed in combination with quotes explanation. A corruption case he describes in detail the points issues, goals and objectives in order to be easily understood by the reader, and to strengthen his argument also included excerpts from the relevant sources. Political and law dimension is the aspect that is often mentioned in the editorial loading this corruption, because corruption is unlawful and is likely to do so are the ones that exist in the sphere of power or government. Daily newspapers Kedaulatan Rakyat in the editorial contains more having to explain the function of the news by describing in detail a case of corruption in order to be understood by the public. The type and nature of the editorial that tend to be found is a combination of editorial and explanatory nature argued, because in giving a view on corruption is more likely to explain a story which became warm event and also presented arguments in response to an event with analysis. In this case, although the daily newspaper Kedaulatan Rakyat editorials raised corruption in the central government which showed that they played a role as a tool of government control (watch dog), but the daily newspaper Kedaulatan Rakyat as the local newspaper even did not raise the case of corruption in scope Yogyakarta. Daily newspaper Kedaulatan Rakyat instead tend to cover up cases of corruption that afflicts owners, namely Idham Samawi. Daily newspaper Kedaulatan Rakyat in carrying out its role as a responsible press is certainly less than the maximum rated. Keywords : newspapers, editorial, corruption, watch dog, political news.
