ABSTRAK
Penelitian ini mengkaji diplomasi budaya Indonesia dalam pengusulan Sumbu
Filosofis Yogyakarta sebagai Warisan Budaya Dunia oleh UNESCO. Metode
penelitian yang digunakan adalah kualitatif, dengan teori kebijakan luar negeri dan
konsep diplomasi budaya sebagai landasan analisis. Untuk membahas upaya
diplomasi budaya, penulis menggunakan konsep diplomasi budaya dari Cummings
yang mengkategorikan upaya diplomasi budaya menjadi perencanaan, pelaksanaan,
dan evaluasi program yang bertujuan mempromosikan pemahaman dan apresiasi
terhadap budaya suatu negara di luar negeri. Berdasarkan hasil kajian, ditemukan
bahwa upaya diplomasi budaya Sumbu Filosofis Yogyakarta ke UNESCO
mencakup beberapa upaya penting: (1) pengusulan untuk penghormatan dan
pengakuan keanekaragaman serta warisan budaya, (2) dialog antar budaya, (3)
pemenuhan kriteria nilai universal luar biasa (Outstanding Universal Value) dengan
perlindungan hak asasi manusia, dan (4) diplomasi dengan pelibatan sektor publik.
Hasil penelitian menunjukkan bahwa keempat komponen berhasil meyakinkan
UNESCO di dorong oleh proses advokasi dan lobi diplomatik, dialog antar budaya,
serta promosi budaya dan HAM Sumbu Filosofis melibatkan semua pemangku
kepentingan. Pada tanggal 18 September 2023, Sumbu Filosofis Yogyakarta
diumumkan secara resmi sebagai Warisan Dunia. Diplomasi budaya Indonesia
terbukti efektif dalam melestarikan warisan budaya dan mendorong pembangunan
berkelanjutan dengan pengakuan UNESCO yang meningkatkan gengsi dan
eksistensi Sumbu Filosofis di mata dunia. Penelitian tentang upaya diplomasi
budaya untuk memperkenalkan sumbu filosofis Yogyakarta ke UNESCO penting
dibahas karena menunjukkan bagaimana diplomasi budaya dapat mengatasi
tantangan dan perdebatan, serta mengintegrasikan berbagai kepentingan untuk
mencapai tujuan nasional dalam pelestarian warisan budaya.

ABSTRACT
This study examines Indonesia's cultural diplomacy in proposing The Cosmological
Axis of Yogyakarta and Its Historic Landmarks as a UNESCO World Heritage Site.
The research method used is qualitative, with foreign policy theory and the concept
of cultural diplomacy as the analytical foundation. To discuss cultural diplomacy
efforts, the author uses Cummings' concept of cultural diplomacy, which
categorizes efforts into planning, implementation, and evaluation of programs
aimed at promoting understanding and appreciation of a country's culture abroad.
The study's findings indicate that the cultural diplomacy efforts for Yogyakarta's
Philosophical Axis to UNESCO included several key initiatives: (1) proposals for
the respect and recognition of cultural diversity and heritage, (2) intercultural
dialogue, (3) meeting the criteria of Outstanding Universal Value with human rights
protection, and (4) diplomacy involving the public sector. The research results show
that these four components successfully convinced UNESCO, driven by advocacy
and diplomatic lobbying, intercultural dialogue, and the promotion of culture and
human rights. This process involved all stakeholders. On September 18, 2023, The
Cosmological Axis of Yogyakarta and Its Historic Landmarks was officially
announced as a World Heritage Site. Indonesia's cultural diplomacy has proven
effective in preserving cultural heritage and promoting sustainable development,
with UNESCO recognition enhancing the prestige and existence of the
Philosophical Axis globally. The study on cultural diplomacy efforts to introduce ,
The Cosmological Axis of Yogyakarta and Its Historic Landmarks to UNESCO is
important because it demonstrates how cultural diplomacy can address challenges
and debates, and integrate various interests to achieve national goals in cultural
heritage preservation.
