INTISARI
Penelitian ini memiliki tujuan untuk menganalisis pengaruh realisasi belanja
pemerintah di bidang pendidikan, kesehatan, dan infrastruktur terhadap indeks
pembangunan manusia. Data dalam penelitian ini menggunakan data sekunder
yaitu laporan realisasi belanja pemerintah di bidang pendidikan, kesehatan dan
infrastruktur daerah Kabupaten/Kota di Jawa Tengah pada tahun 2015-2019 yang
telah dipublikasi di www.djpk.kemenkeu.go.id dan data indeks pembangunan
manusia kabupaten/kota di Jawa Tengah tahun 2015-2019 yang telah dipublikasi di
website bps.go.id. Dalam penelitian ini menggunakan sampel 35 Kabupaten/Kota
di Jawa Tengah. Metode analisis yang digunakan dalam penelitian ini menggunakan
regresi data panel dengan model terbaik Random Effect Model. Hasil penelitian ini
menunjukkan bahwa variabel realisasi belanja pemerintah bidang pendidikan tidak
berpengaruh terhadap IPM di Jawa Tengah. Sedangkan variabel belanja pemerintah
bidang kesehatan dan infrastruktur positif dan signifikan terhadap IPM di Jawa
Tengah tahun 2015-2019.

ABSTRACT
This research aims to analyze the impact of government expenditure realization in
the fields of education, health, and infrastructure on the Human Development
Index. The data in this study utilizes secondary data, namely government
expenditure realization reports in the fields of education, health, and infrastructure
in the districts/cities of Central Java from 2015 to 2019 which has been publised
on www.djpk.kemenkeu.go.id, as well as human development index data for
districts/cities in Central Java from 2015 to 2019, which have been published on
the bps.go.id website. This study uses a sample of 35 districts/cities in Central Java.
The analytical method employed in this research is panel data regression with best
estimation model Random Effect Model. The results of this study indicate that the
government expenditure realization variable in the education sector does not affect
the HDI in Central Java. Meanwhile, the government expenditure variables in the
health and infrastructure sectors have a positive and significant effect on the HDI
in Central Java from 2015 to 2019.
