Abstract
ABSTRACT
Regional Autonomy intended that each region can be independent in conducting
regional development in the form of capital costs in order to increase the area of fixed
assets. The Purpose of this study is to determine whether there is the Growth Rate
Economy, influence of the General Allocation Fund, Special Allocation Fund, Original
Income Area and the Total Area against Capital Expenditure of the District/City in North
Sumatra. This study used secondary data obtained from the website of the Ministry of
Finance Republic of Indonesia (www.djpk.depkeu.co.id) and the Central Statistics Agency
website North Sumatra (www.sumut.bps.go.id) North Sumatra Province in 2014-2015.
Population in this study consisted of 33 Districts/Cities in South Sumatra Province in
2014-2015. The research approach used a causal approach. The way to analyze the data
by using multiple linier regression analysis. Based on the results of this study concluded
that partially the original Special Allocation Fund and income area has a positive and
significant effect on Capital Expenditure. While the Growth Rate Economy, influence of
the General Allocation Fund and The Local Area does not affect negatively and not
significantly to the Capital Expenditure. Simultaneously, the Growth Rate Economy,
General Allocation Fund, Special Allocation Fund, Original Income Area and the Total
Area effect on Capital Expenditure.

ABSTRAK
Otonomi Daerah bertujuan agar setiap daerah dapat mandiri dalam melakukan
pembangunan daerahnya dalam bentuk biaya modal guna menambah aset tetap daerah.
Tujuan penelitian ini untuk mengetahui ada tidaknya pengaruh Pertumbuhan Ekonomi,
Dana Alokasi Umum, Dana Alokasi Khusus, Pendapatan Asli Daerah dan Luas Wilayah
Terhadap Belanja Modal Kabupaten/Kota di Sumatera Utara. Penelitian ini menggunakan
data sekunder yang didapat dari situs Departemen Keuangan Republik Indonesia
www.djpk.depkeu.go.id dan Badan Pusat Statistik Daerah Sumatera Utara
bps.sumut.go.id tahun 2014-2015. Populasi Dalam penelitian ini 33Kabupaten/Kota yang
ada di Provinsi Sumatera Utara tahun 2014-2015. Pendekatan penelitian yang digunakan
adalah pendekatan kausal. Untuk menganalisis data menggunakan metode analisis regresi
linier berganda. Berdasarkan hasil penelitian dapat disimpulkan bahwa secara parsial
Dana Alokasi Khusus dan Pendapatan Asli Daerah berpengaruh secara positif dan
signifikan terhadap Belanja Modal. Sedangkan Pertumubuhan Ekonomi, Dana Alokasi
Umum dan Luas Wilayah tidak berpengaruh secara negatif dan tidak signifikan terhadap
Belanja Modal. Secara simultan Pertumbuhan, Dana Alokasi Umum, Dana Alokasi
Khusus, Pendapatan Asli Daerah dan Luas Wilayah berpengaruh terhadap Belanja Modal.
