ABSTRAK
Otonomi daerah menjadi faktor penting yang menempatkan pemerintah daerah
sebagai pusat yang berfungsi untuk mendorong pertumbuhan ekonomi.
Pemerintah daerah bertindak sebagai koordinator yang menghubungkan pelaku
ekonomi, sosial, dan budaya di daerahnya serta memahami potensi daerahnya
untuk berinteraksi dengan dunia internasional yang mendorong terbentuknya kerja
sama sister city. Kerja sama sister city antar sesama negara berkembang yang
sudah berjalan kebanyakan mengalami kegagalan, tetapi dalam kasus sister city
antara Bandung dan Petaling Jaya kerja sama ini berjalan sesuai rencana.
Penelitian ini bertujuan untuk mengeksplorasi tentang implementasi kerja sama
sister city antara Bandung dan Petaling Jaya yang dijalankan selama periode tahun
2015-2023. Penelitian ini bersifat deskriptif kualitatif yang bertujuan untuk
menjelaskan proses terjadinya suatu fenomena dengan mengumpulkan fakta-fakta
dengan sistematik. Metode penelitian yang digunakan meliputi studi literatur,
wawancara dengan pihak terkait, dan analisis data kualitatif. Hasil penelitian ini
menunjukan bahwa implementasi kerja sama sister city kota Bandung dan kota
Petaling Jaya dapat dielaborasi dalam dua lapisan, lapisan pertama yaitu lapisan
ekonomi berupa pengembangan ekonomi kreatif melalui UMKM dan lapisan
kedua yaitu budaya, pendidikan, dan tekonologi berupa pertukaran pengetahuan
terkait konsep smart city, promosi program seni budaya, hingga pertukaran pelajar
antara kedua kota.

ABSTRACT
Regional autonomy is an important factor that positions local governments as
centers functioning to drive economic growth. Local governments act as
coordinators connecting economic, social, and cultural actors in their regions, and
understand their region's potential to interact with the international community,
fostering the formation of sister city collaborations. Most sister city collaborations
among developing countries have failed, but in the case of the sister city
relationship between Bandung and Petaling Jaya, the collaboration has proceeded
as planned. This research aims to explore the implementation of the sister city
collaboration between Bandung and Petaling Jaya carried out during the period
from 2015 to 2023. This research is qualitative descriptive in nature, aiming to
explain the process of a phenomenon by systematically gathering facts. The
research methods used include literature studies, interviews with relevant parties,
and qualitative data analysis. The results of this study indicate that the
implementation of the sister city collaboration between Bandung and Petaling Jaya
can be elaborated on in two layers: the first layer is the economic aspect, involving
the development of the creative economy through SMEs, and the second layer is
culture, education, and technology, involving knowledge exchange related to the
smart city concept, promotion of arts and culture programs, and student exchanges
between the two cities.
