ABSTRAK
Sekuritisasi narkoba melalui Kebijakan War on Drugs yang diterapkan selama
masa Pemerintahan Presiden Duterte menghasilkan 5.584 pembunuhan tersangka
narkoba oleh Kepolisian Filipina. Tulisan ini bertujuan untuk mengetahui dampak
kebijakan tersebut terhadap hak asasi manusia menggunakan metode penelitian
studi pustaka dan konsep state of exception dari Carl Schmitt sebagai kerangka
berpikir. Tulisan ini menemukan bahwa sekuritisasi menciptakan keadaan
pengecualian, di mana tindakan darurat, pemberian kekuasaan luas kepada aparat
keamanan, dan penangguhan hak terjadi. Presiden Duterte meluncurkan Project
Double Barrel sebagai tindakan darurat, memberikan kekuasaan yang luas kepada
polisi dalam menindak tersangka narkoba, dan menangguhkan hak-hak dasar
masyarakat melalui pembunuhan tanpa melalui proses hukum atau extrajudicial
killing. Berdasarkan hal tersebut, tulisan ini menyimpulkan bahwa sekuritisasi
narkoba melalui Kebijakan War on Drugs di Filipina pada periode 2016 - 2022
telah berdampak terhadap pelanggaran hak asasi manusia berupa hak atas hidup
dan hak atas peradilan yang adil. Hal ini karena terjadi penyalahgunaan kekuasaan
ketika ketiga elemen state of exception tersebut di implementasikan.

ABSTRACT
The securitization of narcotics through the War on Drugs policy under President
Duterte's administration in the Philippines led to 5,584 killings of drug suspects
by the Philippine National Police. This paper aims to investigate the impact of the
policy on human rights using a literature review method and the concept of the
state of exception by Carl Schmitt as a theoretical framework. The findings reveal
that securitization creates a state of exception, where emergency measures,
extensive empowerment of security forces, and suspension of rights occur.
President Duterte initiated Project Double Barrel as an emergency measure,
granting broad powers to the police in tackling drug suspects and suspending
basic rights through extrajudicial killings. This paper concludes that the
securitization of drugs through the War on Drugs Policy in the Philippines has
led to violations of human rights, particularly the right to life and the right to fair
trial due to the misuse of power in implementing the state of exception elements.
