ABSTRACT
This study aims to analyze the development of community-based tourism
in the Fatumnasi Tourism Village and to analyze the role of the Regional
Government in the development of community-based tourism in Fatumnasi, South
Central Timor Regency. The type of research used in this research is descriptive
qualitative with a case study approach. Data analysis was carried out using Miles
and Huberman's interactive analysis techniques.The results of the research show
that the factors for developing community-based tourism are tourism assets
consisting of natural assets in the form of Ampupu forest, bonsai forest, Mutis
mountain savanna and cultural assets in the form of traditional clothing (salemut
and salendang), traditional lopo, traditional dances and agriculture, facilities.
tourism in the form of lodging and local food, access to tourist attractions, human
resources, marketing, prices and tourism awareness groups.Furthermore, the role
of the Tourism Office in developing community-based tourism in the Fatumnasi
Tourism Village is as a motivator in the form of mentoring and socialization.

INTISARI
Studi ini bertujuan untuk menganalisis pengembangan pariwisata berbasis
komunitas di Desa Wisata Fatumnasi dan Untuk menganalisis peran Pemerintah
Daerah terhadap perkembangan wisata berbasis komunitas di Fatumnasi
Kabupaten Timor Tengah Selatan. Jenis penelitian yang digunakan dalam
penelitian ini adalah deskriptif kualitatif dengan pendekatan studi kasus. Analisis
data dilakukan menggunakan teknik analisis interaktif milik Miles dan Huberman.
Hasil penelitian menunjukan bahwa faktor-faktor pengembangan pariwisata
berbasis komunitas adalah aset wisata yang terdiri dari aset alam berupa hutan
ampupu, hutan bonsai, sabana gunung mutis dan aset budaya berupa pakaian adat
(salemut dan salendang), lopo adat, tarian adat dan pertanian, fasilitas pariwisata
berupa penginapan dan makanan lokal, akses ketempat wisata, sumber daya
manusia, pemasaran, harga dan kelompok sadar wisata. Selanjutnya Peran Dinas
Pariwisata dalam mengembangkan pariwisata berbasis komunitas di Desa Wisata
Fatumnasi adalah sebagai motivator berupa pendampingan dan sosialisasi.
