ABSTRAK
Pengukuran kinerja sektor publik sangat diperlukan untuk menilai apakah kinerja
instansi pemerintah sudah ekonomis, efektif, dan efisien. Penelitian ini bertujuan
untuk mengetahui kinerja keuangan Badan Penanggulangan Bencana Daerah
Provinsi Daerah Istimewa Yogyakarta dengan menggunakan konsep value for
money yang ditinjau dari segi ekonomis, efisiensi dan efektivitas. Metode yang
digunakan dalam penelitian ini adalah metode kualitatif deskriptif. Pengumpulan
data dilakukan menggunakan teknik dokumentasi. Selanjutnya data diolah dan
dianalisis menggunakan analisis deskriptif dengan metode time series atau metode
kurun waktu. Hasil menunjukkan bahwa ditinjau dari segi ekonomis, pada tahun
2017, 2018, 2019, 2020 dan 2021 program BPBD DIY masuk dalam kategori
ekonomis dengan rasio 92,87%, 26,19%, 83,94%, 92,10% dan 83,68%. Ditinjau
dari segi efisiensi pada tahun 2017, 2018, 2019, 2020 dan 2021 program BPBD
DIY masuk dalam kategori efisien dengan rasio 114,56%, 424,84%, 118,07%,
121,38% dan 122,59%. Sementara ditinjau dari segi efektivitas pada tahun 2017
,2018, 2019, 2020, dan 2021 program BPBD DIY masuk kategori efektif dengan
rasio 107,5%, 100,73%, 102%, 102%, dan 102,6%.

ABSTRACT
Public sector performance measurement is needed to assess whether the
performance of government agencies is economical, effective, and efficient. This
study aims to determine the financial performance of the Regional Agency for
Disaster Management Special Region of Yogyakarta Province using the concept of
value for money in terms of economy, efficiency and effectiveness. The method used
in this study is descriptive qualitative method. Data collection was conducted using
documentation technique. Furthermore, the data is processed and analyzed using
descriptive analysis with the time series method or time period method. The results
show that in terms of economy, in 2017, 2018, 2019, 2020 and 2021 the BPBD DIY
program was included in the economic category with a ratio of 92.87%, 26.19%,
83.94%, 92.10% and 83.68%. In terms of efficiency, in 2017, 2018, 2019, 2020 and
2021, the BPBD DIY program is included in the efficient category with a ratio of
114.56%, 424.84%, 118.07%, 121.38% and 122.59%. Meanwhile, in terms of
effectiveness, in 2017, 2018, 2019, 2020, and 2021 the BPBD DIY program was
included in the effective category with a ratio of 107.5%, 100.73%, 102%, 102%,
