Abstrak
Japanese comfort women system merupakan salah satu masalah yang terjadi di Korea
Selatan pasca perang dunia II. System ini juga merupakan sebuah prostitusi militer yang tidak
hanya menjadi kejahatan perang namun juga melibatkan kekerasan terhadap perempuan. Penelitian
ini bertujuan untuk menjelaskan bagaimana mobilisasi gerakan The Korean Council di korea
Selatan terkait isu Comfort Women. The Korean Council memberikan peranan penting dalam
memobilisasi gerakan yang ada dengan melancarkan beberapa pergerakan salah satunya adalah
Redress Movement for Comfort Women. Hal ini bertujuan untuk mendapatkan bantuan dan
pengaruh dari actor yang lebih kuat. Riset ini bertujuan untuk mengetahui bagaimana mobilisasi
yang dilakukan oleh The Korean Council. Penelitian ini menggunakan teori Mobillisasi Gerakan
yang di dalamnya terdapat Mobilisasi Sumber Daya dan Sumber Dana serta teori Gerakan Sosial
Baru (New Social Movement) yang menempatkan aktivitas gerakan sosial sebagai sebuah aksi
kolektif yang rasional dan cenderung menggunakan platform media social sebagai sarana
penyebaran informasi terkait isu Comfort Women. Penulis menggunakan metode penelitian
kualitatif jenis deskriptif yang mana penelitian ini membutuhkan data yang akurat dan aktual. Riset
ini menemukan ahwa moilisasi dilakukan dengan memanfaatkan sumber daya dan sumber dana.
Adanya mobilisasi yang di koordinir dengan baik oleh The Korean Council baik yang dilakukan
secara langsung maupun melalui media sosial mampu memberikan dampat positif bagi para korban
sehingga hingga sekarang masih terus menyuarakan suaranya untuk meminta adanya
pertanggungjawaban dari pihak Jepang . Mobilisasi sumber dana yang memadai dan sumber daya
yang semakin bertambah menjadi sebuah indikasi keberhasilan suatu gerakan, sehingga disini
penulis dapat menarik kesimpulan bahwa The Korean Council mampu memobilisasi gerakan ini
dengan cukup baik dilihat dari adanya sumber dana dan sumber daya manusia serta adanya
dukungan melalui platform media sosial yang terus aktif menyuarakan isu Comfort Women hingga
kini.

ABSTRACT
The Japanese women's comfort system is one of the problems that occurred in South
Korea after World War II. This system is also a form of military prostitution which is not only a
war crime but also involves violence against women. This research aims to explain how the Korean
Council movement mobilized in South Korea regarding the issue of Comfort Women. The Korean
Council plays an important role in mobilizing existing movements by launching several
movements, one of which is the Redress Movement for Comfort Women. This aims to get help and
influence from stronger actors. This research aims to find out how mobilization was carried out by
The Korean Council. This research uses the Movement Mobilization theory which includes the
Mobilization of Resources and Funding Sources as well as the New Social Movement theory which
places social movement activity as a rational collective action and tends to use social media
platforms as a means of disseminating information related to Comfort issues. Women. The author
uses a descriptive qualitative research method, where this research requires accurate and actual data.
This research found that mobilization was carried out by utilizing resources and financial sources.
The well-coordinated mobilization by The Korean Council, whether carried out directly or through
social media, was able to have a positive impact on the victims so that to this day they still continue
to raise their voices to demand accountability from the Japanese side. The mobilization of adequate
financial resources and increasing resources is an indication of the success of a movement, so here
the author can draw the conclusion that The Korean Council is able to mobilize this movement
quite well seen from the presence of financial and human resources as well as support through
media platforms. social media which continues to be active in voicing Comfort Women issues to
this day.
