ABSTRAK
Penelitian ini bertujuan untuk menjelaskan mengenai faktor-faktor yang
mempengaruhi peningkatan sengketa yang terjadi antara Turki dan Yunani di Laut
Aegea tahun 2017 hingga 2022. Metode pengumpulan data yang digunakan dalam
penelitian ini adalah studi pustaka dan teknik analisis data yang digunakan adalah
teknik analisis kualitatif. Berdasarkan hasil penelitian dapat ditemukan bahwa
dengan arti penting Laut Aegea, sejarah panjang sengketa, serta perbedaan hukum
dan kebijakan yang menjadi dasar kedua negara di Laut Aegea mengakibatkan
munculnya tiga faktor utama peningkatan sengketa perebutan wilayah Laut Aegea
antara Turki dan Yunani tahun 2017-2022 yaitu: Faktor pertama adalah adanya
kepentingan geopolitik kedua negara di wilayah Laut Aegea yang belum tercapai
dan ingin dipenuhi kedua pihak dengan strategi dan kebijakan masing-masing.
Faktor kedua adalah akibat masih adanya perbedaan delimitasi batas maritim
berupa batas perairan teritorial, landas kontinen, ZEE, dan batas ruang udara di
wilayah Laut Aegea antara kedua negara dimana Turki dan Yunani memiliki dasar
hukum dan prinsip yang berbeda dalam permasalahan ini. Faktor ketiga adalah
akibat seringnya intensitas tindakan-tindakan provokasi militer yang dilakukan
kedua negara di wilayah Laut Aegea dan pelanggaran-pelanggaran yang justru
mempersulit penyelesaian sengketa. Dari ketiga faktor tersebut banyaknya
tindakan-tindakan provokasi militer menjadi faktor utama yang mempengaruhi
peningkatan sengketa antara kedua negara dalam permasalahan di Laut Aegea.

ABSTRACT
This research aims to explain the factors that influence the increase in disputes that
occurred between Turkey and Greece in the Aegean Sea from 2017 to 2022. The data
collection method used in this research is literature study and the data analysis technique
used is qualitative analysis technique. Based on the results of the research, it can be
found that the importance of the Aegean Sea, the long history of disputes, and the
differences in laws and policies that are the basis of the two countries in the Aegean Sea
have resulted in the emergence of three main factors for the increase in disputes over the
Aegean Sea between Turkey and Greece in 2017-2022, namely: The first factor is the
geopolitical interests of the two countries in the Aegean Sea region that have not been
achieved and that the two parties want to fulfill with their respective strategies and
policies. The second factor is the difference in the delimitation of maritime boundaries in
the form of teritorial waters, continental shelf, EEZ, and airspace boundaries in the
Aegean Sea region between the two countries where Turkey and Greece have different
legal bases and principles in this matter. The third factor is the frequent intensity of acts
of military provocation committed by both countries in the Aegean Sea region and
violations that actually complicate dispute resolution. Of these three factors, the number
of acts of military provocation is the main factor influencing the increase in disputes
between the two countries in the Aegean Sea.
