ABSTRAK
Liberalisasi ekonomi Qatar pada tahun 2010-2022 merupakan kebijakan nasional yang
dirumuskan melalui berbagai pertimbangan yang sistematis dalam dua periode suksesi
kepemimpinan, yaitu Syekh Hamed bin Khalifa al-Thani yang berlanjut ke masa
kepemimpinan Syekh Tamam bin Hamad. Liberalisasi di bidang ekonomi Qatar ini merupakan
keputusan politik yang berhasil menggeser orientasi perekonomian Qatar yang tersentralistik
yaitu peran negara (pemerintah Qatar) dengan menjalankan kontrol dan pengendalian yang
yang ketat pada sektor swasta, swasta nasional dan perusahaan nasional yang berada dalam
naungan pemerintah Qatar yang pada akhirnya dapat mengembangkan perekonomian Qatar
sebagai salah stau negara maju dunia. Tujuan dari penelitian ini adalah untuk membuktikan
implementasi kebijakan liberalisasi ekonomi di Qatar tahun 2010-2022. Penelitian ini
menggunakan metode penelitian yang digunakan adalah deskriptif kualitatif dengan
menggukan teknik pengumpulan data sekunder. Hasil penelitian ini menunjukkan bahwa
liberalisasi ekonomi Qatar pada tahun 2010-2022 dijalankan melalui dua hal, yaitu liberalisasi
dalam konteks dalam negeri dijalankan melalui privatisasi badan usaha pemerintah,
diantaranya privatisasi badan usaha negara, penerapan insentif pajak, serta kerjasama dan
kemudahan usaha dalam negeri, sedangkan yaitu liberalisasi dalam konteks dalam negeri
dijalankan melalui kerjasama internasional dengan Amerika Serikat, Republik Federasi Jerman
dan Perancis, serta melalui Pengembangan FDI (Foreign Direct Investment).

ABSTRACT
Liberaliztion of Qatar on 2010-2022 year is a national policy on formulated trought is
various systematc in two period of the l;eadership succesion is namely Syekh Hamed bin
Khalifa al-Thani who into Syekh Tamam bin Hamad leadership. The liberalization of economy
on Qatar is part of political decision the has succesed in the shifting of centralization
orientation of the role of state by Qatar government by exercising strike control and control
the private sector, national privatization and natioal companies under the ausspices the Qatar
government. which end the can development of Watar economic and the strongness countries
on economical progress. The purpose of research is to ptove the implementation of economic
liberalization policicies of Qatar on 2010-2022 year. This research used of qualitative
descriptive method with secondary data collection techniques. The result of reseach that
liberaliztion of Qatar on 2010-2022 year is carried out trought two things namely liberalization
in the domestic context carried out through the privatization of government bussiness entities,
including provatization of the enterpresises, application of the tax incentoves and the
cooperations and the ease domestic bussines impmeneted through of international cooperation
with the USA (United States of America), Germany Federal Republic and Republic of France
as well as through the development of FDI (Foreign Direct Investment).
