ABSTRAK
Pernikahan anak merupakan isu pelanggaran hak asasi manusia yang masih
banyak ditemukan di berbagai negara. Tujuan dari penelitian ini adalah untuk
meningkatkan studi mengenai kebijakan publik dan studi hubungan internasional
di Afrika. Penelitian ini bertujuan untuk mengetahui bagaimana upaya dan
efektifitas dari program UNFPA - UNICEF Global Programme to End Child
Marriage: Phase 1 dalam memerangi praktik pernikahan anak di Niger. Metode
yang digunakan adalah metode penelitian deskriptif dengan teknik pengumpulan
data berupa studi pustaka dan teknik analisa data berupa teknik analisa data secara
eksplanatif. Dari penelitian ini terjawablah rumusan masalah yang
mempertanyakan mengapa melalui program ini angka pernikahan anak di Niger
tidak menurun secara signifikan dan didapatkan hasil bahwa hipotesa yang diajukan
terbukti benar bahwa kinerja pemerintah Niger melalui program UNFPA - UNICEF
Global Programme to End Child Marriage: Phase 1 kurang maksimal khususnya
dalam dimensi sumber daya dan dimensi organisasi sehingga hasil yang didapat
juga tidak signifikan.

IN ADDRESSING CHILD MARRIAGE AS AN IMPLEMENTATION OF
THE UNFPA-UNICEF GLOBAL PROGRAMME TO END CHILD
MARRIAGE IN 2016-2019

ABSTRACT
Child marriage is a human rights violation issue that is still prevalent in various
countries. The purpose of this research is to enhance the study of public policy and
international relations in Africa. This research aims to determine the efforts and
effectiveness of the UNFPA-UNICEF Global Programme to End Child Marriage:
Phase 1 in combating child marriage practices in Niger. The method used is a
descriptive research method with data collection techniques such as literature
review and data analysis techniques in an explanatory manner. Through this
research, the formulated problem of why the child marriage rate in Niger has not
significantly decreased through this program is answered. The results indicate that
the hypothesis proposed is true, stating that the performance of the Niger
government through the UNFPA-UNICEF Global Programme to End Child
Marriage: Phase 1 is suboptimal, particularly in terms of resources and
organizational dimensions, resulting in insignificant outcomes.
