ABSTRAK
Kebijakan Luar Negeri Amerika Serikat untuk keluar dari Dewan Hak Asasi
Manusia PBB pada tahun 2018 disebabkan oleh beberapa faktor. Skripsi ini
menganalisis faktor-faktor yang mempengaruhi keluarnya Amerika Serikat dari
Dewan Hak Asasi Manusia PBB pada tahun 2018. Keluarnya Amerika Serikat dari
Dewan adalah suatu anomali karena mengingat bahwa Amerika Serikat adalah
salah satu negara adidaya yang memiliki peran besar dalam mendukung dan
melindungi hak asasi manusia, sementara Dewan Hak Asasi Manusia PBB adalah
organisasi hak asasi manusia terbesar yang telah menangani kasus-kasus hak asasi
manusia di seluruh dunia. Penelitian ini menggunakan metode kualitatif dengan
penggunaan studi pustaka. Ada beberapa konsep yang digunakan untuk menjadi
pisau analisis. Pertama, konsep analisis kebijakan luar negeri dengan memeriksa
perspektif negara, dan individu dengan melihat adanya faktor idiosinkrasi dari
pembuat kebijakan. Selain itu, konsep rational choice juga digunakan untuk
menjelaskan bahwa keputusan keluarnya Amerika Serikat dari Dewan Hak Asasi
Manusia juga merupakan bagian dari pemilihan rasional untuk memprioritaskan
kepentingan nasional Amerika Serikat.
Berdasarkan temuan yang diperoleh dalam penelitian ini, ditemukan bahwa
ada beberapa faktor yang memengaruhi kebijakan luar negeri Amerika Serikat yang
keluar dari Dewan Hak Asasi Manusia PBB, yaitu masalah ekonomi dan
kepentingan politik Amerika Serikat di Amerika Serikat Negara bagian Amerika
Serikat, serta faktor idiosinkrasi yang melekat pada Presiden Donald Trump.
Istimewa dalam kasus ini terkait dengan bagaimana Donald Trump sebagai
pemimpin memiliki pengaruh dalam membuat dan merumuskan kebijakan luar
negeri Amerika Serikat. Dengan menggunakan faktor idiosinkrasi, penelitian ini
akan menjelaskan karakteristik pribadi seorang pemimpin dan pada saat yang sama
memberikan pemahaman bahwa peran individu dalam membuat keputusan dalam
kebijakan luar negeri memiliki makna yang penting.

THE UNITED STATES' EXIT FROM MEMBERSHIP OF THE UNITED
NATIONS COUNCIL IN 2018
ABSTRACT
The Foreign Policy of the United States to exit the UN Human Rights
Council is due to several factors in which there are several aspects. This thesis
analyzes the factors that influenced the United States' exit from the UN Human
Rights Council in 2018. The exit of the United States from the Council is an anomaly
given that the United States is one of the superpowers that has a large role to play
in supporting and protecting human rights, while the UN Human Rights Council is
the largest human rights organization that has handled human rights cases around
the world. This research uses qualitative methods with the use of literature studies.
There are several concepts used to become an analysis knife. First, the concept of
foreign policy analysis by examining the perspective of the state, and the individual
by looking at the presence of idiosyncrasi factors from policymakers. In addition,
the concept of rational choice is also used to explain that the decision to exit the
United States from the Human Rights Council is also part of a rational election to
prioritize the national interests of the United States.
Based on the findings obtained in this study, it was found that there are
several factors that influence the foreign policy of the United States that came out
of the UN Human Rights Council, namely the economic problems and political
interests of the United States in the United States of america, as well as the
idiosyncrasi factors inherent in President Donald Trump. The special in this case
is related to how Donald Trump as a leader had influence in making and
formulating the foreign policy of the United States. Using idiosyncrasi factors, this
study will explain the personal characteristics of a leader and at the same time
provide an understanding that the role of the individual in making decisions in
foreign policy has an important meaning.
