Abstract

ABSTRAK
Kasus stunting hingga kini masih menjadi pekerjaan rumah pemerintah di berbagai
daerah di Indonesia. Kabupaten Temanggung merupakan salah satu daerah dengan kasus
stunting tertinggi di Provinsi Jawa Tengah yang terus menggencarkan aksi pencegahan untuk
mencapai target prevalensi yang ditetapkan Pemerintah Indonesia sesuai dengan standar World
Health Organization (WHO). Presentase jumlah kasus setiap tahunnya mengalami penurunan
namun hingga kini masih belum mencapai target dan keberadaan Pandemi COVID-19
dikhawatirkan semakin memperparah keadaan. Penelitian ini bertujuan untuk mengetahui
bagaimana strategi komunikasi yang dilakukan DPPPAPPKB Kabupaten Temanggung dalam
melakukan strategi pencegahan kasus balita stunting di Kabupaten Temanggung serta faktor
yang menunjang dan menghambat pelaksanaan program tersebut. Penelitian ini menggunakan
metode deskriptif kualitatif dengan wawancara dan studi pustaka sebagai teknik pengumpulan
data. Hasil penelitian menunjukkan bahwa program yang dibuat oleh DPPPAPPKB sebagai
strategi pencegahan terlaksana dengan baik dengan menggunakan dua saluran komunikasi
yang berbeda untuk menyampaikan informasi kepada masyarakat. Namun keberadaan faktor
ekonomi, lingkungan, mitos yang beredar menghambat proses penerimaan program di
masyarakat. Selain itu kurangnya data yang disampaikan kembali kepada DPPPAPPKB
Kabupaten Temanggung membuat evaluasi program tidak mencerminkan keadaan riil di
lapangan.

ABSTRACT
Stunting cases are still a government homework in various regions in Indonesia. Temanggung
Regency is one of the areas with the highest stunting cases which continues to intensify
preventive actions to achieve the prevalence target set by the Government of Indonesia in
accordance with World Health Organization (WHO) standards. The percentage of the number
of cases every year has decreased but so far it has not reached the target and the presence of
the COVID-19 pandemic is feared to further aggravate the situation. This study aims to find
out how the communication strategy used by the DPPPAPPKB of Temanggung Regency in
carrying out a strategy to prevent cases of stunting under five in Temanggung Regency and the
factors that support and hinder the implementation of the program. This study uses a qualitative
descriptive method with interviews and literature study as data collection techniques. The
results showed that the program created by DPPPAPPKB as a prevention strategy was
implemented well by using two different communication channels to convey information to
the public. However, the existence of economic factors, the environment, and the myths
circulating have hindered the process of accepting the program in the community. In addition,
the lack of data that was submitted back to the DPPPAPPKB of Temanggung Regency made
the program evaluation can’t reflect the real situation on the ground.
