Abstract
vii ABSTRAK Di balik pencapaian perdagangan luar negeri Indonesia , ternyata berkembang dengan beberapa persoalan yang juga sebagai penghambat, diantaranya kebijakan ekonomi-politik internasional, kebijakan ekonomi dan perdagangan pada regional tertentu hingga sengketa perdagangan. Persoalan yang mengemuka bagi perdagangan luar negeri Indonesia dan Korea Selatan berkaitan dengan konflik dagang industri kertas. Persoalan ini berkaitan dengan praktik dumping yang menyebabkan diskriminasi harga. Konflik ini telah muncul sejak November 2002 yang kemudian mendorong industri kertas Korea Selatan untuk mengirimkan petisi kepada otoritas perdagangan Korea Selatan yaitu KTC (Korean Trade Commision), namun konflik ini terus berjalan secara berkelanjutan hingaga tahun 2019 dalam masa peninjauan oleh WTO sejak diumumkannya dalam forum DSB akibat menghadapi jalan buntu, meskipun kedua negara telah membangun desk consultation pada tahun 2004. dalam hal ini pentingnya diplomasi kedua negara , sebagai penyelesaian konflik industri kertas di tahun 2015-2019. Kata Kunci : Dumping Industri Kertas, Diplomasi Indonesi di WTO, DSB Indonesia - Korea Selatan. viii THE DYNAMICS OF INDONESIAN DIPLOMACY AT THE WORLD TRADE ORGANIZATION (WTO) IN RESOLVING THE PAPER INDUSTRY TRADE CONFLICT AGAINST SOUTH KOREA (2015-2019) ABSTRACT Behind the achievement of Indonesia's foreign trade, it turns out to develop with several issues that are also obstacles, including international economic�political policies, economic and trade policies in certain regions to trade disputes. The issues that have come up for foreign trade between Indonesia and South Korea relate to the paper industry trade conflict. This issue relates to dumping practices that cause price discrimination. The conflict has been ongoing since November 2002, prompting South Korea's paper industry to send a petition to South Korea's trade authority, the KTC (Korean Trade Commission), but the conflict has continued in 2019 during a review period by the WTO since its announcement at the DSB forum due to a stalemate, although the two countries have established a desk consultation in 2004. in this regard the importance of diplomacy between the two countries, as a resolution of the paper industry conflict in 2015-2019.
