ABSTRAK
Perkembangan politik internasional tidak bisa dilepaskan dari konflik, baik
konflik dalam negeri yang dikenal dengan perang sipil (civil war) ataupun konflik antar
negara. Salah stau konflik yang mampu menjadi perhatian internasional adalah konflik
Donbass yang terjadi pada tahun 2014-2019. Konflik ini dilatarbelakangi oleh konstelasi
politik domestik dan regional antara pihak-pihak yang mendukung eksistensi Rusia dan
pihak yang mendukung eksisensi Uni Eropa (UE) di Ukraina. Keterlibatan Rusia ini
menunjukkan adanya kepentingan yang begitu besar atas konflik Donbass.
Penelitian ini menggunakan teori/pendekatan yang relevan yaitu teori
kepentingan nasional oleh Jack C. Plano dan Roy Olton. Kemudian metode penelitian
yang digunakan adalah deskriptif kualitatif denga teknik pengumpulan data sekunder.
Dari penelitian ini dapat diketahui bahwa kepentingan Rusia dalam intervensi
pada konflik Donbass adalah meliputi kepentingan self preservation, economic wel being
dan territorial integrity yaitu untuk mempertahankan pengaruh dan keamanan Rusia di
Donbass dari berbagai ancaman yang timbul, khususnya berkaitan pasokan sumber daya
alam jalur transmisi gas, tidak terganggu, sreta kepentingan untuk menjaga
keseimbangan kekuatan militer antara pemerintah Ukraina dengan separatis karena
Donbass merupakan sebagai wilayah yang berpenduduk etnis Rusia dan memiliki
strategis yang mendoirong Rusia untuk terus memelihara wilayah ini agar senantiasa di
bawah pengaruhnya.

ABSTRACT
KEPENTINGAN RUSIA DALAM INTERVENSI KONFLIK DONBASS
PADA TAHUN 2014-2019
The development of international politics cannot be separated from conflict, both
domestic conflicts known as civil wars or conflicts between countries. One of the conflicts
that has attracted international attention is the Donbass conflict that occurred in 2014-
2019. This conflict is motivated by the constellation of domestic and regional politics
between those who support the existence of Russia and those who support the existence of
the European Union in Ukraine. Russia's involvement shows the great importance of the
Donbass conflict.
This study uses the relevant theory/approach, namely the theory of national
interest by Jack C. Plano and Roy Olton. Then the research method used is descriptive
qualitative with secondary data collection techniques.
From this research, it can be seen that Russia's interests in intervening in the
Donbass conflict include the interests of self-preservation, economic welfare and
territorial integrity, namely to maintain the influence and security of Russia in the
Donbass from various threats that arise, especially related to the supply of natural
resources in the gas transmission line, undisturbed, as well as the interest to maintain the
balance of military power between the Ukrainian government and the separatists because
Donbass is a region populated by ethnic Russians and has a strategic position that
encourages Russia to continue to maintain this region so that it is always under its
influence.
