KRISIS PANGAN REPUBLIK DEMOKRATIK KONGO (2017-2020)
ABSTRAK
Penulisan skripsi ini memiliki tujuan untuk mengetahui peran World Food
Programme (WFP) dalam melakukan penanganan terhadap krisis pangan yang
terjadi di Republik Demokratik Kongo. WFP merupakan salah satu badan khusus
PBB yang memberikan bantuan kemanusiaan di bidang pangan dan memiliki
program jangka panjang pengentasan kelaparan di tingkat dunia.Krisis pangan yang
terjadi di Republik Demokratik Kongo merupakan fenomena yang telah terjadi
selama lebih dari dua dekade. Sejak mendapatkan kemerdekaan di tahun 1960
Republik Demokratik Kongo tidak usai mengalami krisis politik yang berujung
pada konflik berkepanjangan. Konflik tersebut kemudian memberi dampak
terjadinya krisis pangan yang melanda hampir sebagian besar wilayah Republik
Demokratik Kongo.
Pada tahun 2017 krisis pangan akut melanda wilayah Kasai akibat konflik
politik dan menimbulkan dampak yang cukup luas, mengakibatkan WFP
melaksanakan operasi darurat sebagai respon cepat atas kejadian tersebut. Skripsi
ini menggunakan teori peran organisasi internasional yang diutarakan oleh Clive
Archer yaitu peran sebagai instrumen, arena, dan aktor. WFP di Republik
Demokratik Kongo berperan sebagai instrumen melalui pembentukan Interim
Country Strategic Plan (ICSP) sebagai panduan pelaksanaan program WFP selama
menjalankan bantuan kemanusiaan. Peran sebagai arena yang dilakukan oleh WFP
adalah mengadakan forum terkait perancangan program nasional bagi RDK dan
melakukan kerjasama dengan organisasi internasional lain yang terkait, pemerintah
RDK, serta lembaga lain. Sedangkan peran WFP sebagai aktor ditunjukkan melalui
pelaksanaan Emegency Operation (EMOP). Tantangan utama yang dihadapi WFP
dalam mengatasi krisis pangan di Republik Demokratik Kongo ialah konflik yang
terus terjadi dan menimbulkan kerusakan infrastruktur yang menghambat akses
terhadap korban konflik.

THE ROLE OF THE WORLD FOOD PROGRAMME (WFP) IN
OVERCOMING THE FOOD CRISIS IN DEMOCRATIC
REPUBLIC OF THE CONGO (2017-2020)
ABSTRACT
The aim of this thesis is to determine the role of the World Food Program
(WFP) in overcoming the food crisis that occurred in the Democratic Republic of
the Congo. WFP is one of the United Nations specialized agencies that provides
humanitarian assistance in the food sector and has a long-term hunger alleviation
program at the world level. The food crisis in the Democratic Republic of the Congo
is a phenomenon that has been occurring for more than two decades. Since gaining
independence in 1960, the Democratic Republic of the Congo continued to
experience a political crisis that led to a protracted conflict. The conflict then had
an impact in the form of a food crisis that hit most areas in the Democratic Republic
of the Congo.
In 2017 an acute food crisis hit the Kasai region due to a political conflict
and had a wide-ranging impact, prompting WFP to carry out an emergency
operation as a quick response to the incident. This thesis uses the theory of the role
of international organizations expressed by Clive Archer, they are the role as an
instrument, arena, and actor. WFP in the Democratic Republic of the Congo has
played its role as an instrument through the establishment of the Interim Country
Strategic Plan (ICSP), as a guide in providing humanitarian assistance. WFP's role
as an arena is to hold forums related to the design of national programs for the
DRC and to collaborate with other relevant international organizations, the DRC
government, and local institutions. Meanwhile, WFP's role as an actor is showed
through the implementation of Emergency Operation (EMOP). The main challenge
facing WFP in overcoming the food crisis in the Democratic Republic of the Congo
is the ongoing conflict that make damage to infrastructure and obstruct access to
conflict victims.
