Abstract
Skripsi ini membahas mengenai mengapa pemerintah Amerika Serikat terkesan inkonsisten terkait penutupan penjara Guantanamo Bay periode 2006-2015. Pada penjelasan skripsi ini penulis menggunakan teori proses kebijakan publik dan teori implementasi kebijakan publik untuk mengetahui apa yang menyebabkan pemerintah Amerika Serikat terkesan inkonsisten terkait penutupan penjara Guantanamo Bay tersebut. Data-data yang digunakan oleh penulis dalam menganalisis skripsi ini banyak menggunakan sumber yang berasal dari buku-buku, literatur, jurnal, surat kabar dan berbagai sumber internet. Kesimpulan dalam skripsi menjelaskan bahwa inkonsistensi penutupan penjara Guantanamo Bay pada tahun 2006 – 2015 disebabkan berbagai faktor Internal maupun Eksternal. Faktor Internal meliputi penolakan sebagian keanggotaan kongres, sedang Eksternal adalah keadaan lapangan yang terkendala dalam proses transfer maupun pengadilan bagi tahanan penjara Guantanamo Bay sebelum ditutup. Kata kunci: Penjara Guantanamo Bay, Amerika Serikat, Kongres. This thesis discusses about why the United States government was impressed inconsistencies related to the closure of Guantanamo Bay prison in 2006-2015. In the explanation of this thesis the author uses the theory of the public policy process and theory of public policy implementation to determine what caused the United States government was impressed inconsistencies related to the closure of the Guantanamo Bay prison. The data used by the author in this paper analyzes many uses materials from books, literature, journals, newspapers and various internet sources. The conclusion in the thesis explains that inconsistency closure of the Guantanamo Bay prison in 2006 - 2015 due to various internal and external factors. Internal factors include the rejection of most of the membership congress, while External is the condition of the field that constrained in the process of court for custody transfer and Guantanamo Bay before being closed.
