Abstract
ABSTRACT ASEAN (Association of South East Asian Nations) is an association of 10 countries whose members are Indonesia, Malaysia, Singapore, Philippines, Thailand, Brunei, Vietnam, Laos, Myanmar, and Cambodia. ASEAN then establish a regional human rights body that AICHR (ASEAN Intergovernmental Commission on Human Rights) on October 23, 2009 in the 15th ASEAN Summit in Cha-Am Hua Hin, Thailand. In carrying out its role as a human rights body in Southeast Asia, the AICHR must face various obstacles that come from within or from within AICHR ASEAN itself. The resistance of the ASEAN principle of non-intervention in the form set out in the ASEAN Charter and the lack of commitment from some ASEAN countries on human rights, while the resistance of the AICHR will be weak position and authority of the AICHR in ToR AICHR.
