Abstract

Abstract: Zoning Policy in Inclusive Potential Sector Development (Case Study in Sleman District). Economic development should be based on zoning considerations of the region and the inclusive sector and the constraints of developing each of these zones. The inclusive sector is basically an economic development that can contribute to the majority of society. Inclusive Investment Basis in Economic development is leading to poverty reduction or by reducing poverty. Support to Inclusive Investment in Development of the economic sector is expected to lead to growth spreading to various sectors and not only to certain sectors and regions. So that the inclusive sector should be directed to a sector that is not capital-intensive but labor-intensive and pay attention to zonation of the region. Thus economic development will develop equally within a region, in this study of Sleman Regency.The methodologies used in this paper are indepth interviews and discussions (Focus Discussion Group) on relevant stakeholders and have expert choice in the priority (expert choice methode). The analytical tool used is a policy analysis on the problems that occur in society and all stakeholders (stakeholders) systemically.Based on the analysis, it is found that three inclusive sectors are agriculture sector, PHR sector (Perdagangan, Hotel dan Restoran) and manufacturing industry sector. Agriculture sector is a sector with inclusiveness value based on the indicator used got the highest value that is equal to 66,66 with high category. Meanwhile, the manufacturing and pharmaceutical sectors are 48.76 and 54.52 respectively, respectively. The average of three inclusive potential sectors (Agriculture Sector, PHR and Processing Industry) has an inclusive value of 56.65 in the medium category with the highest contribution to agriculture.The policies that need to be developed in inclusive investment development are policies with in addition to enacting the division and development of sector-based potential areas. The policy is an inter-sectoral policy that is integrated, as well as the policy should include policies on the division of administrative territory in Sleman Regency based on the condition, potential of the region and potential economic sectors in the region. This policy will lead to investment in the appropriate and appropriate areas, so that growth, equity and investment development can be inclusive. Conversely, the policy to be applied should also limit investments that are not in accordance with the designation and potential of the region. This policy can be integrated into Spatial Plan (RTRW/Rencana Tata Ryang Wilayah) and Spatial Detail Plan (RDTR/Rencana Detil Tata Ruang WIlayah) which is made in detail and in accordance with the reality of existing conditions and potentials. Investment development in Sleman Regency based on region potential and sectoral economic potential, can be divided into 4 zoning areas, namely West Sleman, East Sleman, North Sleman and Central Sleman
