Abstract
Skripsi ini membahas upaya-upaya Jepang, dalam hal ini adalah kombinasi kerja sama antara pemerintah dan juga produsen, dalam melindungi hak kekayaan intelektual atas industri film animasi dan manga pada tahun 2009-2014. Penelitian ini bertujuan untuk mengetahui upaya-upaya apa saja yang dilakukan melalui kerjasama pemerintah Jepang dan produsen dalam menggelar diplomasi budaya sekaligus menjaga dan mengembangkan potensi ekonomi sektor industri kreatif khususnya film animasi dan manga, yang sebelum secara resmi bergabung dengan kebijakan pemerintah, telah mampu membuktikan diri bahwa sektor ini berhasil disukai masyarakat Internasional, yang sayangnya, selama jangka waktu tersebut hingga saat ini, sektor ini kendati sangat digemari masyarakat Internasional, telah lebih dulu populer melalui aktivitas yang dekat dengan tindak pembajakan, dan saat ini aktivitas tersebut telah banyak dimanfaatkan oleh pihak di luar pemerintah Jepang dan produsen asli untuk memperoleh keuntungan secara ilegal. Kata kunci: Hak Cipta, Industri kreatif, Film animasi dan manga The focus of this study is to understand the efforts of Japan, in this case is a cooperation between the government and manufactures, in protecting intellectual property rights to the industry of animation and manga in 2009-2014. This thesis aims to determine what kind of efforts are carried out through this cooperation, to do cultural diplomacy while maintaining and developing the economic potential of the creative industries, especially animation and manga, which was not focused before as a diplomacy or economic potential to reach national interest. These industries, however, before officialy joining the government policy, has been able to prove that these sector are full of potential in International community; as a cultural diplomacy and economic potential, which unfortunately, during that time even until now, these sector despite it’s popularity had already popular through activities close to the piracy, and this time, has been widely used by the parties outside of the Japanese government and the original manufactures to obtain profits illegally.
