Abstract

Program Community Development yang dilaksanakan oleh Community Relations Department PT
Indominco Mandiri merupakan bentuk tanggung jawab sosial perusahaan yang bersifat
berkelanjutan. Untuk mendapatkan program prioritas tiap tahunnya, para Community Development
Officer (CDO) PT Indominco Mandiri melaksanakan suatu forum yang disebut Community
Consultative Forum (CCC), dimana penentuan program dilakukan dengan duduk bersama warga desa
(sebagai mitra perusahaan) yang juga menjadi pelaksana dan pengawas program. Cara ini menjadi
trik kreatif di dunia strategi Public Relations. Penelitian ini bertujuan untuk mengetahui peran CCC
PT Indominco Mandri dalam membangun harmoni bersama di Desa Suka Damai Kutai Timur. Selain
itu juga untuk mengetahui hambatan dan implementasi program hasil forum CCC. Metode penelitian
yang dipilih dalam penelitian ini adalah penelitian kualitatif deskriptif, menggunakan teori komunitas
serta model simetris dua arah. Peneliti menggunakan teknik triangulasi untuk menguji kevaliditasan.
Hasil penelitian menunjukkan bahwa CCC diadakan setiap tahun yang dihadiri oleh CDO berperan
sebagai fasilitator, pemerintah sebagai penanggung jawab, warga sebgai objek penerima manfaat,
kepala desa sebagai penanggung jawab dan mengkawal semua hasil keputusan forum, serta pihak
ketiga sebagai pengamat berjaannya forum CCC. Peranan CCC yakni sebagai media penyedia
informasi, sebagai jembatan penghubung antara PT Indominco Mandiri dan Desa Suka Damai, serta
sebagai pencipta hubungan yang transparan. Dinamika sosial yang terjalin antara perusahaan
dengan warga desa sudah harmonis, namun masih ada sedikit warga yang acuh tak acuh dan tidak
paham alur dan fungsi CCC bagi desa mereka.
The Community Development program to be implanted by Community Relations Department of PT
Indominco Mandiri is a form of social responsibility that is sustainable. In order to get priority each
year, the Community Development Officer (CDO) PT Indominco Mandiri carry out a forum called
Community Consultative Committee Forum (CCC), and and the determination of program is done
with the villagers (as a company partner) which is also the executor of the program as well. This
method become a creative tricks in the Public Relations world strategy. The purpose of this study is
for find out the role of CCC PT Indominco Mandiri in building harmony with villagers in the Suka
Damai village Kutai Timur. In addition, to determine the barriers and implementation programs
results of CCC forum. The method of that research has been selected in this study is descriptive
qualitative research and using community-based theory and two-way symmetrical communication
model. Researchers use triangulation techniques to test the validity of the data. The results showed
that the CCC is held every year and attended by CDO as a facilitator, government as the responsible,
villagers as a object of receiver benefits, the village head as the responsible and oversee all result of
the forum and as well as a third-party observer passes the CCC forum. The role of the CCC is as a
provider of media information, as a bridge between PT Indominco Mandiri and Suka Damai Village,
and as the creator of a transparent relationship. Social dynamic that exists between the company
and the villagers have a harmonious but still there are few of people who are infdifferent and don’t
understand the flow and function or performance of the CCC for their village
