DI ISTANA KEPRESIDENAN YOGYAKARTA

Abstrak
Pelaksanaan Peraturan Menteri Pemberdayaan Aparatur Negara dan Reformasi
Birokrasi Nomor 27 Tahun 2011 tentang Pedoman Umum Audit Komunikasi di
Lingkungan Instansi Pemerintah yang belum terlaksana dalam lingkungan Istana
Kepresidenan Yogyakarta karena belum adanya sumber daya manusia yang khusus
menjabat dalam lingkup humas. Hal itu menjadikan efektivitas dalam proses
komunikasi di dalam organisasi belum terukur dan teranalisis dalam rangka
pelaksanaan tugas pokok dan fungsinya sebagai pelayanan kerumahtanggaan,
keprotokolan pada Presiden Republik Indonesia, Wakil Presiden Indonesia, tamu
negara, dan tamu penting lainnya. Tujuan penelitian ini adalah untuk mendiagnosis
hambatan-hambatan yang terjadi khususnya pada proses komunikasi melalui
metode analisis SWOT khususnya pada pelayanan terhadap kepala negara.
Penelitian menggunakan metode kualitatif deskriptif dimana data diperoleh melalui
wawancara mendalam (in-depth interview) dan terhadap Kepala Istana
Kepresidenan Yogyakarta, Kepala subbagian Rumah Tangga dan Protokol, dan
Sekretaris Kepala Istana Kepresidenan Yogyakarta. Temuan dalam audit ini antara
lain gaya komunikasi yang diperlukan dalam istana merupakan perpaduan gaya
controlling dan equalitarian, faktor visualisasi yang digunakan pimpinan untuk
menggambarkan instruksi terkadang berhenti pada suatu jabatan sehingga pesan
tidak tersampaikan, adanya kesenjangan struktur antara pimpinan dengan staf tanpa
melalui adanya pimpinan level menengah juga terkadang menjadi hambatan pesan
yang tidak tersampaikan, pengambilan keputusan yang bersifat hirarkis menjadikan
beberapa keputusan bersifat teknis dan segera menjadi lebih lambat karena
memerlukan waktu lebih untuk dikonsultasikan pada pimpinan tinggi. Akibatnya,
kinerja staf sebagai pelaksana cenderung memakan waktu relatif lama karena
menunggu instruksi selanjutnya.

COMMUNICATION AUDIT ON DECISION MAKING PROCESS IN
YOGYAKARTA PRESIDENTIAL PALACE

Abstract
The implementation of the Regulation of the Minister for Empowerment of State
Apparatuses and Bureaucratic Reform Number 27 of 2011 concerning General
Guidelines for Auditing Communications within Government Agencies has not been
implemented within the Yogyakarta Presidential Palace because there are no
human resources specifically in the scope of public relations. This makes the
effectiveness of the communication process within the organization yet to be
measured and analyzed in the context of carrying out its main duties and functions
as household services, protocols for the President of the Republic of Indonesia, Vice
President of Indonesia, state guests and other important guests. The purpose of this
study is to diagnose the obstacles that occur, especially in the communication
process through the SWOT analysis method, especially in serving VVIP as the
President, Vice President, and state guests. The study used a descriptive qualitative
method in which data were obtained through in-depth interviews with the Head of
the Yogyakarta Presidential Palace, the Head of the Household and Protocol
subdivision, and the Secretary to the Head of the Yogyakarta Presidential Palace.
The findings in this audit include the style of communication required in the palace
which is a combination of controlling and equalitarian styles, the visualization
factor used by the leadership to illustrate instructions sometimes stopping at a
position so that messages are not conveyed, the existence of structural gaps between
leaders and staff without going through the presence of a middle-level leader also
sometimes becomes an obstacle to messages not being conveyed, hierarchical
decision-making makes some decisions technically and immediately becomes
slower because it requires more time to be consulted by high leadership. As a result,
the performance of staff as executors tend to take a relatively longer time because
they are waiting for further instructions.
