PERAN FILM HOLLYWOOD SEBAGAI UPAYA DIPLOMASI PUBLIK
AMERIKA SERIKAT DALAM MELAWAN TERORISME

ABSTRAK
Amerika Serikat telah berhasil menjadi negara adidaya sejak
kemenangannya dalam Perang Dingin yang menjadikan AS dipandang oleh negara
lainnya sebagai negara yang memiliki kemajuan dalam berbagai bidang guna
menjaga stabilitas keamanan agar tetap menjadi negara adidaya. Pada 11 September
2001 telah terjadi peristiwa terorisme yang menyerang Gedung World Trade Center
dan Pentagon yang menyebabkan AS dibawah pemerintahan Bush menyatakan
Global War on Terrorism. Kebijakan tersebut masih digunakan sampai pada masa
pemerintahan dibawah Donald Trump. Alih-alih menggunakan kekuatan militer
untuk melawan terorisme, Trump memilih jalan menggunakan soft power yaitu
salah satunya diplomasi publik. Pada tahun 2016-2018 perusahaan film swasta
Hollywood secara tidak langsung membantu kebijakan Trump dalam melawan
terorisme dengan menghasilkan film-film dengan latar belakang perlawanan pihak
AS terhadap teroris yang terinsipirasi dari kisah nyata serta nilai-nilai yang ingin
disebarkan oleh AS yaitu 4Ps: Power, Peace, Principle, Prosperity. Dalam
mendapatkan hasil opini dari publik, penelitian ini menggunakan data sekunder dan
primer yang dianalisis dengan metode kualitatif deskriptif. Berdasarkan hasil
penelitian, Amerika Serikat dikatakan berhasil dalam menyampaikan nilai dan
pesan kepada publik melalui film Hollywood sebagai upaya diplomasi publik AS
dalam melawan terorisme.

ABSTRACT
The United States has managed to become a superpower country since its
victory in the Cold War which made the US known for having progress and
sophistication in every aspect especially on their security. On September 11, 2001,
there was a terrorism incident that attacked the World Trade Center Building and
the Pentagon that caused the US under the Bush administration declare a “Global
War on Terrorism”. GWOT was still used until the administration under Donald
Trump. Instead of using military force to counter terrorism, Trump chose to use soft
power, one of which is public diplomacy. In 2016-2018 Hollywood movie company
indirectly helped Trump in countering terrorism by producing films with
background of the US againts terrorists that inspired by true stories and values that
the US wanted to spread, namely 4Ps: Power, Peace, Principle, Prosperity. In
obtaining the results of public opinion, this study uses secondary and primary data
analyzed by descriptive qualitative methods. Based on the results of the study, the
United States is said to be successful in conveying values and messages to the public
through Hollywood films as an effort by US public diplomacy in countering
terrorism.
