Tujuan dari penelitian ini adalah mengidentifikasikan citra litbangdal dibenak
pegawai dan tema fantasi pegawai terhadap visi dan misi Bappeda Kabupaten
Sleman. Metode yang digunakan dalam menganalisis dengan metode Bormann yaitu
analisis tema fantasi. Hasil dari penelitian ini munculkan berbagai tema-tema fantasi
dibenak pegawai, tema fantasi yang terbentuk dapat membantu pegawai litbangdal
dalam menafsirkan interaksi dan menciptakan realitas sosial. Berbagai tema fantasi
dibenak pegawai litbangdal dilakukan untuk menciptakan komunikasi dengan tujuan
meningkatkan komitmen pada penggunaan simbol sehingga pegawai satu dengan
pegawai lainnya memiliki identitas yang membedakan dengan pegawai lainnya
sebagai contoh seperti pegawai menggunakan isyarat simbolik dalam menyamakan
pikiran pegawai melalui apa yang dilakukan, dipikiran dan dikatakan. Kemudian
terbentuknya citra litbangdal dibenak pegawai yaitu citra profesional dan citra
litbangdal yang mengutamakan kepuasan pelayanan publik dalam masyarakat
Sleman, citra yang terbentuk dibenak pegawai merupakan seperangkat kesan yang
berkembang dalam pikiran pegawai terhadap realitas (yang terlihat).

The purpose of this research is to identify the image formed through the vision and
mission of Bappeda Regency in the address of employees and the theme of employee
fantasy towards the vision and mission of Bappeda Sleman Regency. The method
used in analyzing with Bormann's method is the analysis of fantasy themes. The
results of this study raise various fantasy themes in the minds of employees, the
fantasy themes that are formed can help litbangdal employees in interpreting
interactions and creating social reality. Various fantasy themes in the minds of
litbangdal employees are carried out to create communication with the aim of
increasing commitment to the use of symbols so that employees from one another
have an identity that distinguishes them from other employees, for example,
employees use symbolic cues to equate employees' thoughts through what they do,
think and say. Then the formation of litbangdal image in the minds of employees,
namely a professional image litbangdal image that prioritizes the satisfaction of
public services in the Sleman community.
