Abstract
Otonomi daerah adalah kewenangan daerah untuk mengatur dan mengurus kepentingan masyarakat setempat menurut prakarsa sendiri berdasarkan aspirasi masyarakat dan sesuai peraturan perundang-undangan yang berlaku. Salah satu aspek dari pemerintah daerah yang harus diatur secara hati-hati adalah pengelolaan keuangan daerah. Untuk menganalisis kinerja pemerintah daerah dalam mengelola keuangan daerah dapat dilakukan dengan analisis rasio keuangan dan value for money. Adapun rasio keuangan yang digunakan meliputi: rasio kemandirian, rasio aktivitas,dan rasio pertumbuhan. Sedangkan value for money meliputi rasio ekonomi, rasio efisiensi, dan rasio efektivitas. Tujuan penelitian ini adalah untuk menguji kinerja keuangan pemerintah dilihat dari rasio keuangan dan value for money pada pemerintah kabupaten dan kota Daerah Istimewa Yogyakarta. Untuk data yang digunakan untuk penelitian ini adalah data APBD kabupaten dan kota Daerah Istimewa Yogyakarta tahun 2007-2010. Adapun metode penelitian dengan menggunakan deskriptif kuantitatif dan teknik pengumpulan data adalah dengan dokumentasi di kantor Badan Pusat Statistik Daerah Istimewa Yogyakarta. Hasil analisis menunjukkan bahwa kemandirian kabupaten Kulonprogo, Bantul, Gunungkidul, dan Sleman memiliki rasio dibawah 25% yang berarti bahwa daerah tersebut masih bergantung pada bantuan pemerintah pusat, masih diprioritaskan untuk mencukupi kebutuhan belanja rutin daripada belanja pembangunan, pertumbuhan penerimaan PAD, pertumbuhan pendapatan, pertumbuhan belanja rutin dan pertumbuhan belanja pembangunan menunjukkan pertumbuhan yang positif. Berdasarkan pengukuran value for money dalam merealisasikan pendapatan daerahnya tergolong ekonomis, efisien, dan sangat efektif. Jadi bisa dikatakan bahwa kinerja keuangan kabupaten dan kota Daerah Istimewa Yogyakarta berdasarkan rasio keuangan meliputi rasio kemandirian, rasio aktivitas, dan rasio pertumbuhan serta value for money meliputi rasio ekonomi, rasio efisiensi, dan rasio efektivitas periode tahun 2007-2010 dikatakan baik. One aspect of local government must be carefully regulated is financial management. To analyze the performance of local governments in managing local finances to do with the financial ratio analysis and value for money. The financial ratios used include: self-sufficiency ratios, activity ratios, and growth ratios. While value for money include the ratio of economy, efficiency ratio, and the ratio of effectiveness. The purpose of this study was to examine the views of the government's financial performance and financial ratio value for money in local government and the city of Yogyakarta. For the data used for this study is the data the district budget and the city of Yogyakarta in 2007-2010. The method of research using quantitative and descriptive data collection techniques is the documentation on the Central Statistics Office of the Special Region of Yogyakarta. The analysis showed that independence Kulonprogo district, Bantul, Gunungkidul, and Sleman had ratios below 25%, which means that the area is still dependent on central government grants, will be prioritized to meet the needs of routine rather than development spending, revenue growth revenue, revenue growth, growth routine and development spending growth showed positive growth. Based on the measurement of value for money in the realization of its local income relatively economical, efficient, and highly effective. So to say that the financial performance of the district and the city of Yogyakarta by financial ratios include ratios of independence, activity ratios, and the ratio of growth and value for money include the ratio of economy, efficiency ratio, and the ratio of the effectiveness of any good period of 2007-2010.
