Abstract
Organisasi pemerintah baik pemerintah pusat maupun pemerintah daerah pada masa sekarang ini tidak hanya dituntut untuk berfokus pada kinerja melayani masyarakat dengan baik, namun juga wajib mengupayakan terbentuknya organisasi publik yang akuntabel, kompetitif, dan transparan. Tuntutan ini mengharuskan organisasi pemerintah untuk bertindak profesional sebagaimana yang dilakukan oleh organisasi swasta. Balanced Scorecard dinilai cocok untuk organisasi sektor publik karena tidak hanya menekankan pada aspek kuantitatif-finansial, tetapi juga aspek kualitatif dan nonfinansial. Hal tersebut sejalan dengan sektor publik yang menempatkan laba bukan hanya sebagai ukuran kinerja utama, namun pelayanan yang cenderung bersifat kualitatif dan non keuangan. Penelitian yang dilakukan di Balai Latihan Kerja dan Pengembangan Produktivitas Provinsi DIY ini bertujuan untuk menganalisis akuntabilitas dan kinerja Balai Latihan Kerja dan Pengembangan Produktivitas Provinsi DIY tahun anggaran 2010. Hasil dari penelitian ini adalah Secara umum, Akuntabilitas kinerja Balai Latihan Kerja dan Pengembangan Produktifitas (BLKPP) Provinsi Daerah Istimewa Yogyakarta tahun anggaran 2010 termasuk dalam kategori sangat baik selain itu Kinerja Balai Latihan Kerja dan Pengembangan Produktifitas (BLKPP) Provinsi Daerah Istimewa Yogyakarta tahun anggaran 2010 yang diukur dengan Balanced Scorecard juga termasuk dalam kategori baik. Kata kunci: Akuntabilitas, kinerja, sektor publik, Balanced Scorecard Government organizations both central and local governments of today are not only required to focus on serving the community with good performance, but also required to seek the establishment of public organizations accountable, competitive, and transparent. This demand requires government organizations to act professionally as conducted by private organizations. Balanced Scorecard judged suitable for public sector organizations because not only emphasizes the quantitative-financial aspects, but also the qualitative and nonfinancial aspects. This is consistent with the public sector that puts profit not only as a key performance measure, but the service tends to be qualitative and non-financial. Research conducted at the Training Center and Productivity Development (BLKPP) of DIY aims to analyze the accountability and performance of the Training Center and Productivity Development of DIY fiscal year 2010. The results of this study are general, performance accountability and Development Training Center Productivity (BLKPP) Yogyakarta Province in fiscal year 2010 are included in the category of very good, other than that Performance Training Center and Productivity Development (BLKPP) Special Province of Yogyakarta in 2010 budget as measured by the Balanced Scorecard is also included in both categories.
