Abstract
Pertumbuhan ekonomi dan prosesnya yang berkelanjutan merupakan kondisi utama bagi kelangsungan pembangunan ekonomi daerah. Dalam rangka pencapaian tujuan pembangunan ekonomi daerah dibutuhkan kebijakan pembangunan yang didasarkan pada kekhasan daerah (endogenous development), dengan menggunakan potensi sumberdaya lokal. Identifikasi sektor dan subsektor ekonomi unggulan menjadi kebutuhan bagi optimalisasi proses dan keberhasilan pembangunan ekonomi tersebut. Tujuan penelitian ini adalah untuk menganalisis perubahan atau pergeseran sektor dan subsektor ekonomi, peranan kegiatan sektor dan subsektor ekonomi unggulan dan klasifikasi sektor dan subsektor ekonomi di wilayah Kota Kendari sebagai bahan informasi dan pertimbangan dalam perencanaan pembangunan ekonomi. Penelitian ini menggunakan data sekunder runtun waktu (time series) yaitu Produk Domestik Regional Bruto (PDRB) Kota Kendari dan Provinsi Sulawesi Tenggara tahun 2006-2010. Alat analisis yang digunakan dalam penelitian ini, yaitu analisis Shift-Share, analisis Location Qoutient, analisis Dynamic Location Qoutient dan analisis Klassen Tipologi. Hasil analisis Shift-Share menunjukkan bahwa sektor yang merupakan sektor kompetitif yaitu sektor pertanian, sektor pertambangan dan penggalian, sektor industri pengolahan, sektor listrik, gas dan air bersih, sektor keuangan, persewaan dan jasa perusahaan, dan sektor jasa-jasa. Hasil analisis Location Qoutient menunjukkan bahwa sektor listrik, gas dan air bersih, sektor perdagangan, hotel dan restoran, sektor pengangkutan dan komunikasi dan sektor keuangan, persewaan dan jasa perusahaan adalah merupakan sektor basis saat sekarang, sedangkan sektor basis masa yang akan datang berdasarkan hasil analisis Dynamic Location Qoutient adalah sektor pertanian, sektor pertambangan dan penggalian, sektor industri pengolahan, dan sektor keuangan, persewaan dan jasa perusahaan. Hasil analisis Klassen Tipologi menunjukkan sektor yang maju dan tumbuh cepat adalah sektor listrik, gas dan air bersih dan sektor keuangan, persewaaan dan jasa perusahaan. Hasil analisis persektor berdasarkan keempat alat analisis menunjukkan bahwa sektor yang merupakan sektor unggulan di Kota Kendari dengan kriteria sektor yang kompetitif, sektor basis saat sekarang maupun masa yang akan datang, dan sektor maju dan tumbuh cepat adalah sektor keuangan, persewaan dan jasa perusahaan. Kata Kunci : Sektor Unggulan, Shit-Share, Location Qoutient, Dynamic Location Qoutient, dan Klassen Tipologi Economic growth and the sustainable process is the main condition for the sustainability of local economic development. In order to achieve local economic development goals of development, policy is needed based on the uniqueness of the area (endogenous development) by using the potential of local resources. Identify the leading economic sectors and sub-sectors is necessary to optimize the process and the success of economic development. The purpose of this study is to analyze the changes or shifts in economic sectors and sub-sectors, the role of events leading economic sectors and subsectors and classification of economic sectors and sub-sectors in the Kendari Region as information material consideration in the planning and economic development. This study uses secondary data time series like Gross Domestic Product (GDP) of Kendari Region and Southeast Sulawesi Province between 2006-2010. The analytical tool used in this study is Shift-Share analysis, analysis Location Qoutient (LQ), Location Qoutient Dynamic analysis and Typology Klassen analysis. The Shift-share analysis results indicate that the competitive sectors is namely agriculture, mining and quarrying, manufacturing, electricity, gas and water utilities, finance, leasing and business services, and the services sector. The results of the analysis indicate that the sector Location Qoutient electricity, gas and water supply, trade, hotels and restaurants, transport and communications and financial sectors, leasing and business services sector is a basis of the present, while the sector base the future based on the results of the analysis Dynamic Location Qoutient is agriculture, mining and quarrying, manufacturing, and financial sectors, leasing and services company. Typology Klassen analysis results indicate that the sector is developed and rapidly growing sectors is electricity, gas and water supply and the financial sector, rental and services company. The analysis by sector results based on the four tools of analysis shows that the dominant sector in the criteria of Kendari Region competitive sector, a sector basis the present or the future, and advancing and rapidly growing sectors are financial, rental and business services.
